Abstract

This paper is attempted as a part of endeavors to provide a foundation for the study of the state in Women's Studies which is still remained at a standstill, despite of the vitalization of the study on the same subject in social sciences. Owing to the lack of capacity of women's movement which is not firmly established is position in the relationship with the state as well as to the established perspectives which have a prejudiced view of the study on national policy as a reformism, the <ast material asis of the state which can provide a possibility to solve women's issues/problems has been kept idle, in fact. Therefore this study was conducted for the purposes of bringing up the state as a tool to help the implementation of women's liberation by overcoming these unproductive viewpoints. In doing so, the role of the state was regarded to reproduce the total society including the reproduction of the relationship of production ed family reproduction in this paper, and the relationship with women in the process of conducting this role by the state was observed in particular. For the subject of this study, the endeavors of the state were examined centering around day-care center and flat typed factory system policies. which had urged married women to be wage laborers to meet the shortage of women labor power after 1980 and which had tried to maintain the social reproduction through dual labor of married women workers in both spheres of labor market and family. As research methods for this subject, study on documents related to the process of making policies and its implementation; in-depth interviews with the target group/women were adopted to analyze totally the impacts of the national policy on women. The content and results of the analysis can be summarized as follows: firstly, the state has crrried out the policies to take advantage dual labors of married women so as to fulfill its peculiar role of social production. The state stimulates married women to become wage laborers and at the same time contributes to the reproduction of the two spheres -- labor market and family -- by supporting laboring class families. Secondly, however, the acquisition of class consciousness and the contribution to the family economy (income) accompanied by essentially making married women to be wage earners were resulted in contradictory situations -- 'their feasibility against the labor-management disputes and the weakening of patriarchal relationship in the family. Thirdly, this contradiction meant a potential possibility of women's liberation through national policy, but it is nothing else, merely a potential possibility. The actualization of the possibility can be only achieved through the function (response) of women's movement toward the policy.
