Abstract
ME(Micro-electronics)기술을 중심으로 한 정보기술이 발달함에 따라 이것이 야기할 '정보화'논의가 다방면에서 진행되고 있다. 우리나라는 아직 기술의 수준이 낮아 그 효과 또는 귀결을 논하기에는 충분치 못한 감이 있으나 앞으로의 사회발전을 예측하려는 시도라는 점에서, 최근의 '정보화'논의는 나름대로의 의의를 갖는다. 그러나 현재까지의 논의는 사회발전과정에서 중요한 역할을 담당하는 기술을 중심으로 하여 그것이 시기별·공간별로 어떻게 다른 효과를 가져오는지에 대한 고려가 없이, 타국에서 나타나는 현상을 우리나라의 모습인 양 인식하여 그것의 장단점만을 논하는, 또는 앞으로의 전망을 이상적으로만 서술한다는 데에 문제점이 있다. 본 논문에서는 기술이 생산력발전의 주된 요인으로서 작용하며 생산관계의 성격에 의해 규정되고 또한 생산관계에 영향을 미친다는 점을 전제로 하여, 최근의 정보기술이 시기적·사회적으로 다른 효과를 가져올 것이라는 점에 주목한다. 이러한 사실을 분석하기 위하여 현재 우리나라에서 정보기술이 사용되는 부문중 그 수준이 상대적으로 높다고 판단되는 자동차산업 네개업체를 선정하여 생산력과 생산관계의 특성과 관계를 살펴볼 수 있는 노동과정을 연구하였다. 용어상의 편의를 위하여 '정보기술이 사용되는 산업부문에서의 기기적·시스템적 변화'를 '자동화'와 동일한 개념으로 사용하였다. 조사방법은 기업내부자료의 분석과 공장자동화 담당자, 노동자와의 심층면접법을 사용하였고 조사내용으로는 생산조직의 변화, 경영관리체계의 변화, 작업환경의 변화, 노동자상태의 변화등을 살펴봄으로써 생산현장 내외의 요인을 포괄하고자 하였다. 분석결과는 다음과 같다. 첫째, 정보기술이 사용되는 생산분야에서는 높은 기능을 요하는 보전과 수리의 역할이 중요해지나, 일반노동자들의 노동은 숙련강화, 다기능화의 모습을 보이지 않아 기술 보유상의 양극화현상이 나타나고 있다. 둘째, 자동화기기의 도입이 노동의 양과 강도를 약화시키지 않는 것으로 나타나 노동자들은 높은 노동강도하에 놓여있으며, 이에 따라 자신의 노동에 대한 의미를 찾지 못하고 동료간의 친화력도 감소하고 있다. 세째, 현장내부에서의 관리체계는 점차 소규모화하는 추세이고 컴퓨터에 의한 관리와 통제가 이루어지고 있으며 이에 따라 노동자의 자율성도 저하하고 현장감독자의 기능도 단순한 인원관리와 생산보조자의 역할로 변화하고 있다. 네째, 현장외부에서의 관리범위는 자동화가 진전될수록 커지는 추세이며 관리자의 수도 감소하여 노동자의 컴퓨터관리 강화의 모습이 보인다. 또한 인사고과제도의 강화를 통한 내부노동시장제도로 임금, 후생복지, 합리적 승진제도등 물질적 유인책을 마련하여 현장내부에서의 노동강화와 숙련저하에 대한 노동자의 불만을 유예시키고 있다. 다섯째, 기업의 자동화 추진동기가 생산성향상을 주로 함에 따라, 열악한 작업환경에 대한 고려가 배제되고 있다. 여섯째, 가시화되지 않은 자동화동기로서 노동운동의 악화를 들 수 있으며, 자동화가 노동자간의 단결력을 저해하고 노동운동을 제도내화하는 역할 또한 담당하고 있는 것으로 보여 이어 대한 노동자의 인식과 대응이 필수적인 것으로 보인다.;The development of Information Technology(IT) aggravated many-sided debates in many countries. In Korea, it is premature to discuss the impact of IT, because the level of the use of the new technology is still low. However this research is focused on that issue to shed light on forecasting the characters of the future industries and the forthcoming information society. Technology is not only an important element of the productive forces but also regulated by the relations of production and has influence on them. And labour process is the ground that the relations of production are concretely revealed. Therefore this study is focused on the impact of the IT on the labour process. This study employs the in-depth interview method with Factory Automation(FA) managers, workers and union representatives in the automobile industries. The topics covered in the interviews are the changes in production organization, managerial system and function, workshop surroundings and in the conditions of workers. The data were collected from four out of five automobile firms and from one automobile parts factory. The results of this study are as follows: First, in the IT-user-industry, the department of maintenance and repair becomes more important. On the other hand, the labour of simple workers is gradually devaluated. Thus workers are polarized ; one is professional, the other the deskilled. And there is no evidence that multi-functionalization or skill-intensification appears. Second, the introduction of automated machine - robot, CNC(Computer Numerical Controller) etc. - does not necessarily result in the decline of the quantity and the intensity of labour. Hence the workers don't feel the significance of their labour and lose their fellowmanship. Third, the scale of the managerial system in the fie이 in reduces. It means that the management and control through the computers is intensified. Therefore the autonomy of workers is decreasing, and the function of foreman is transformed to that of a simple personnel management or a production assistant. Fourth, the span of labour control out of the production line is increasing, yet the number of manager is decreasing due to the intensification of the technical and computer control on the workers. Moreover the intensification of the internal labour market offers monetary attraction to the workers. Consequently it appeases their complaints and attenuates their solidarity. Fifth, the surroundings remain dangerous, because the capitalists' intention to automate the factory is in the increase of the productivity, not in the improvement of the working conditions. Sixth, as the automation in the automobile factories was carried out as an important countermeasure against the labour movement, it enfeebles the labour movement through the institutionalization.
