매체 전문 요원 자격증 제도에 관한 조사 연구

Abstract

현대 사회는 ‘정보화 시대’ 라고 불리워질 만큼 방대한 양의 정보가 쏟아져 나오고 있으며, 많은 정보를 보다 효과적이고 효율적으로 교수-학습 과정에 적용하기 위하여 생겨난 것이 매체 센터이다. 이러한 매체 센터는 이를 관리하고 있는 사람들의 능력과 자질에 의해 운영의 성패가 결정되는데, 매체의 효과적 이용과 관리를 위한 매체 전문 요원의 능력과 준비 여부를 인정하기 위해서는 자격증 제도가 시급히 요청되고 있는 실정이다. 이에 본 연구는 매체 전문 요원 자격증 제도에 관한 국내외의 문헌을 이론적으로 고찰하고, 이를 바탕으로 현재 우리나라에서 정립될 수 있는 매체 전문 요원 자격증 제도에 대한 관련 분야 종사자들의 의견을 조사하여, 우리나라 실정에 맞는 매체 전문 요원 자격증 제도를 개발하기 위한 기초 자료를 제공하려는데 그 목적이 있다. 이를 위해 한국 교육 공학 연구회의 정식 회원과 교육 공학 연구회 연구지 및 뉴스레터의 정기 구독자 167명을 대상으로 설문 조사를 실시한 결과는 다음과 같다. 첫째, 매체 전문 요원 자격증의 필요성에 대해서는 조사 대상자 거의 대부분인 156명중 154명 (98.7%)이 자격증이 필요하다고 생각하고 있었으며, 매체 전문 요원 자격증이 필요한 이유는 전문 요원 자신의 전문가적 성장과 발전을 위해서인 것으로 나타났다. 둘째, 자격증의 발급과 소요 경비에 대해서는 자격증을 행정 기관에서 교사 자격증과 결부시켜 발급하는 것이 바람직하다는 응답이 38.8%, 교육 공학 관련 전문 기관에서 발급하는 것이 바람직하다는 응답이 36.8%로 두 경우 모두 바람직한 것으로 나타났으며, 소요 경비는 자격증 지원자의 응시료로 충당하는 것이 적절하다고 생각하고 있었다. 셋째, 인가 제도와 매체 전문 요원 자격증 특별 위원회의 설립에 대해서는 인가 제도 또한 자격증 제도의 실시와 함께 필요하다고 생각하고 있었으며, 자격증 발급을 위한 매체 전문 요원 자격증 특별 위원회의 구성 또한 조사 대상자의 80.1%인 대부분이 필요하다고 생각하고 있었다. 넷째, 매체 전문 요원 자격증 수여자의 자격 여부는 자격증 지원자가 교육받은 프로그램과 그의 수행 능력 두 가지 모두에 의거하는 방법이 바람직한 것으로 나타났으며, 자격증을 발급받은 요원이 직무 수행에 필요한 능력으로는 연구/이론 기능, 활용 기능, 평가/선정 기능의 순으로 나타났다. 또한, 자격증은 매체 관리, 매체 제작 개발, 교수 프로그램 개발의 세 분야 이외에 PR 전략과 컴퓨터 능력을 포함시켜 발급하는 것이 바람직한 것으로 나타났다. 다섯째, 자격증의 갱신과 취소에 대해서는 갱신 제도를 원하는 응답이 74.2%, 취소 제도를 원하는 응답이 66.4%로 조사 대상자의 대다수가 자격증의 갱신 및 취소 제도는 필요하다고 생각하고 있었으며, 갱신 기간은 5년 마다가 적절하고, 갱신 절차는 처음 자격증 발급시보다 간단한 절차에 의해 이루어지길 원하는 것으로 나타났다. 위와 같은 결과를 기초로 하여 다음과 같은 제언을 하고자 한다. 첫째, 설문지 조사 결과 매체 전문 요원 자격증의 필요성은 절실히 대두되고 있으므로 우리나라 교육 공학계의 대표적인 전문 단체인 한국 교육 공학 연구회가 주축이 되어 매체 전문 요원 자격증 제도를 하루 속히 개발하여야 한다. 둘째, 매체 전문 요원 자격증을 교육부나 행정 기관과의 협조 하에 교사 자격증과도 결부시켜 매체 전문 요원 자격증을 가진 교육 공학 계열의 졸업생들이 교사로도 취업할 수 있도록 보장되어야 한다. 셋째, 시청각 전담 교사 제도가 통일되고, 각 교육 기관에서의 매체 전문 요원의 지위가 법적으로 인정되어, 그 수준에 적합한 자격증을 소지한 사람만이 고용될 수 있는 제도적 장치가 마련되어야 한다. 넷째, 매체 전문 요원 자격증은 자격증 발급 후에도 지속적인 재교육을 실시하고, 갱신 및 취소 제도를 도입하여 실효성이 없는 유명무실한 자격증이 되지 않도록 해야 한다. 다섯째, 매체 전문 요원 자격증 제도를 지속적으로 발전시키고, 계승해 나가기 위하여 전문 단체와 행정 기관의 제도적, 행정적 지원이 뒷받침 되어야 한다.;With an increasing importance of information in modern society, there is no doubt the success of media center depends upon the qualified media specialists who handle the information and who is in charge of the management of the center. Therefore, in order to produce qualified media specialists, it is necessary to establish institutional arrangements on rules for the functions and qualification of media specialists. This study is aimed at providing basic materials necessary for the development of desirable certification system of media specialists suitable to Korea. For the purpose, survey was conducted and questionnaires asking the opinions on the desirable certification system for media specialists were distributed to the members of the Association of Educational Technology of Korea (AETK) and the regular subscribers of AETK newsletter. Followings are major conclusions from the questionnaires : First, there was a consensus that certification system for media specialists should established as soon as possible not only to produce the qualified media specialists but also to protect the right of media specialists. Second, most respondents thought either AETK or the government authorities on education should be in charge of issuing the certification. The necessary expense for issuing certification can be financed with application fee. Third, most respondents agreed with the necessity of establishing the special committee which would provide rules and standards for the qualification of media specialists. Fourth, the qualification of candidates should be judged on the basis of educational background and ability as a media specialist. Certification examination should cover three major fields of instructional technology such as media management, instructional product development, instructional program development as we1 1 as computer competency and PR method. Finally, certification should be renewed every five year and it should be revoked it does not meet the requirement. Renewal procedure should be simpler than the initial issue. Based on the conclusions from the survey. following suggestions are made : First, the Association for Educational Technology of Korea should play a leading role in developing the certification system, since it is recognized the importance of system. Second, a legal system should be complemented to hire qualified and certified media specialists as middle and high school teacher. Third, audiovisual education instructor system should be unified, the status of media specialists in educational organization should be guaranteed legally and systematic support should be suggested t o hire suitable certified media specialists. Fourth, educational program for the training and retraining of certified media specialists should be systematically developed and financed with government support. Finally, the government educational authorities should recognize the importance of media specialists and certification system for improving the quality of education. The governments authorities should provide financial support for the development of the certification system.
