대학도서관경영을 위한 의사결정지원시스템 적용에 관한 연구

Abstract

대학도서관경영은 이용자에게 최적의 정보서비스를 제공하기 위해 자원을 어떻게 효과적으로 활용하고 할당할 것인가의 의사결정을 내리는 과정의 연속이라 할 수 있다. 지금까지 의사결정은 문제상황에 대한 일시적인 대응책의 성격을 지녀왔으나, 도서관환경이 변화하고 관리가 복잡해짐에 따라 자원 및 운영 현황자료를 근거로 하는 장기적이며 목적지향적인 것이 되었다. 그러므로 현대 대학도서관경영을 위해서는 경영정보처리와 관리를 위한 시스템의 개발이 필요하게 된다. 본 연구의 목적은 의사결정지원시스템의 개념을 대학도서관경영에 적용시킴으로써 합리적인 의사결정과 개선된 경영전략을 통한 효과적이고 과학적인 경영의 토대를 마련하는 데 있다. 연구의 방법은 문헌조사와 설문지를 통한 실태조사방법을 병용하였다. 실태조사는 도서관경영자들의 의사결정과정과 경영정보활용 및 요구를 파악하여 대학도서관 의사결정지원시스템 개발의 기초자료로 삼고자 실시되었다. 전국 34개 종합대학교 도서관의 관장, 부관장, 과장급 경영자 117명에게 설문지를 배포하여 77부(65.8%)가 분석되었다. 그 결과, 경영자들의 의사결정은 직원과 이용자의 의견 그리고 도서관운영위원회와의 협의에 더 의존하고 있음을 발견하였다. 경영정보에 대한 비교적 낮은 참조의 이유로 든 것은 데이터량의 부족과 내용의 부적절성이었다. 경영자들은 자원의 일반적인 현장보다 진행중인 프로젝트와 서비스프로그램 관련사항, 직원별 업무할당사항, 이용자의 반응을 알려주는 데이터를 더 필요로 하고 있었다. 경영자들이 요구하는 정보는 일정한 주기로 제공되는 것보다 필요한 시점에서 바로 제공될 때 비로소 유용성과 가치를 지니는 것이므로, 정확한 정보를 적시에 제공하는 의사결정지원시스템(DSS)의 개발이 긴요해진다. 대학도서관경영을 위한 DSS의 개발은 작고 간단한 모델의 프로그래밍으로부터 점차로 복잡한 기능을 수행하게 하는 원형적 접근방식으로 추진해 감이 바람직하다. 도서관 DSS설계에서는 수평적인 조직구조의 특성을 고려하여 경영정보가 특정인에게 집중되지 않도록 유의할 필요가 있다. 도서관 DSS는 예산, 인사, 장서, 시설 등의 자원관리 및 이용자봉사활동과 관련된 의사결정을 지원하고 도서관의 계획과 정책수립을 용이하게 해준다. 대학도서관경영을 위한 DSS의 성공적인 적용을 위해서는 몇가지 선행조건이 요청된다. 1. 경영자와 직원은 합리적인 경영 및 의사결정을 위해서 경영정보가 중요하다는 인식을 같이해야 한다. 2. 대학은 도서관이 교육과 연구를 지원하는 정보센터라는 인식을 가지고 다방면의 협조와 지원을 해야 한다. 3. 기능별로 구분된 도서관업무는 시스템적 견지에서 통합되어 업무간의 상호관련성이 더욱 강조되어야 한다. 4. 시스템분석가를 도서관직원으로 채용하여 DSS와 통함 데이터베이스를 포함한 도서관자동화시스템의 개발, 유지, 관리업무를 총괄적으로 담당하도록 함이 바람직하다.;Academic library management is a series of decision-making process where effective use and distribution of library resources are made in order to provide for proper information services. Until now, decision-making has been characterized by its momentary choice in coping with certain situations. But recently, as library environments are changing and the management becoming complex, the decision-making needs to be a goal-oriented choice with the importance of written management information including the statistics and the reports. This study aims at applying the Decision Support System(DSS) to academic library management and by doing so, prepare the ground for scientific management through effective decision-making and improved management strategies. Research methods used in this paper are study related literature and survey with questionnaire. The survey was carried out to know the actual condition of decision-making process, the needs and use of management information by academic library managers in korea. 117 managers which include director, assistant director and department heads working at 34 large-sized academic libraries in Korea were survey and the returned 77 were analyzed as follows: Managers' decision primarily depended on staffs' suggestion, users' opinion and library committee's consult, even though they do not seems to ignore the value of management information. Managers pointed out the absolute dificiency and unsuitableness of data in decision-making as the main reason for poor usage. The management information needed by the managers were those including the on-going library project, the service program, job distribution and user's feedback rather than general information on library resources. Such data become valuable and useful only if it can be obtainable whenever needed. Manually collection and preparing report brings tedium to calculations and time-consuming clerical tasks. Thus the development of DSS is needed to provide for accurate and timely information to managers. DSS supports library activities such as budgeting, personnel management collection development, facilities management, as well as users service program and helps the library improve planning and policy making. It is best to push for library DSS development with prototype approach which begins with test model and develops on to meet the user's demanding expectations. Microcomputer is suitable in prototype system and preprogrammed application software such as spreadsheet processor or model generator is useful in designing a library DSS. The designer of library DSS must give attention to reducing psychological resistance of library managers and staff. The prerequisites for successful application of DSS in academic library management are the following. 1. the staff's, especially the manager's basic knowledge on management information ineffective decision-making should be expanded and enhanced. 2. University administrator should recognize the role of academic library as information center supporting the education and research of university. And they should be eager to aid the library's new management system with technical and economical support. 3. Functional transaction of academic library should be integrated on a systematic basis emphasizing the interrelationship among the tasks. 4. Employing a system analyst who will be responsible for controlling and monitoring the development, implementation, and modification of library computer system including DSS and integrated database is desirable.
