國際環境規制가 國際貿易에 미치는 影響에 대한 一考

Abstract

As environmental pollution recently becomes not only an internal problem but the world problem like global warming, the destruction of ozone layer, and acid rain, etc., many countries have been more interested in the environmental problem. International environmental convention and the evironpolitcs of nations are established to prevent environmental pollution. They are expected to operate as new obstacles to international trade. Accordingly, in this thesis, I considered the contents of international environment policies and the effect an international trade of the environmental regulation for the purpose of environmental protection. To do this, I analyzed the effect that the environmental regulation has on the change of trade pattern and also considered the influence that it on the trade of Korea which is in the situation of a developing country in environment. Fist, the gravity of international environmental problem such as transboundary pollution happening by pollutants carried cross the border was explained. Beside, I stuied the characters, backgrounds of rising, and forms of international environmenta1 problems, and analyzed the contents of international environmental agreement. I inquired into steps that regulation policies take to protect environment under GATT system toward free trade and to control interests between nations. The domestic environmetal policies of the United States, EC, Germany, and Canada and how they have the influence on international trade was considered. In addition to this, I introduced Tobey(1990)'s thesis, analyzed the data of the united states in 1977, shows that pollution-intensive commodities have a little influence on international trade pattern. I, too, investigated the examples of Europe which already intoduced carbon taxes on each industry. It was found that this effect was a little because of a lot of tax reduction and exemption. Throgh recently publicized studies, I analyzed the influence of export reduction which may happen, if Korea will intoduce carbon taxes and impose PACEE(pollution abatement and control expenditure equalization) as a kind of environmental tariff on Korean products. By approaching the effect of the means of the environmental regulation on Korea trade, this paper will be a good quide the establish the trade policies fo Green Round known as the next round.;최근 환경오염문제가 지구온난화, 오존층 파괴, 산성비 등의 문제와 같이 국내적인 문제를 넘어 全지구적인 문제가 됨에 따라 세계각국이 환경문제에 많은 관심을 보이고 있다. 특히 이러한 환경오염 방지를 위한 국제환경협약과 개별 국가들의 환경보호 정책은 국제무역에 새로운 장애물로 작용할 것으로 보인다. 이에 따라 本 논문에서는 국제환경정책의 내용을 알아보고, 환경보호를 목적으로 한 환경규제가 국제무역에 미치는 영향을 살펴보고자 하였다. 이를 위해 기존의 연구를 바탕으로 환경규제가 무역의 패턴변화에 미치는 영향을 분석하고, 환경적으로 개도국의 입장에 있는 한국의 무역에 미치는 영향을 고찰하였다. 우선, 오염물질이 국경을 넘어 운반되어 발생하는 초월경오염등 국제환경문제의 심각성을 설명하고, 국제환경문제의 성격, 대두배경 및 형태 등을 조사하고, 국제환경협약의 내용을 분석하였다. 자유무역을 지향하는 GATT체제하에서 환경보호를 위한 규제정책으로 인한 국가간 이해조정을 위한 조치들을 살펴보고, 미국과 EC, 독일, 캐나다의 국내환경정책을 검토하고 국제무역에 미치는 영향을 주는지 고찰하였다. 이와 함께 1977년의 미국자료를 이용하여 분석한 Tobey(1990)의 논문을 소개하였는데, 공해집약상품의 국제무역패턴에 미치는 영향은 미미한 것으로 나타났다. 또한 국제적인 환경규제 수단으로 논의되고 탄소세를 이미 도입한 유럽의 사례를 조사하고, 각 산업에 미치는 영향을 분석하였는데 이것도 감세 또는 면세되는 부분이 많아 그 효과는 작은 것으로 나타났다. 최근 발표된 연구를 통해 우리나라의 탄소세 도입과 한국상품에 환경관세의 일종인 공해비용균등화세를 부과할 경우, 수출감소효과의 영향을 분석하였다. 本 논문은 환경규제 수판이 한국무역에 미치는 영향을 살펴봄으로써 차기 라운드로 알려진 그린 라운드에 대비하여 무역정책 수립에 참고할 수 있도록 하였다.
