국내기업의 환경경영체제 도입에 관한 연구

Abstract

Recently, with emerging "Green Round" to connect environmental problems with trade, the importance of EM increases rapidly, and consequently it becomes difficult for any firms to survive without considering environmental problems. EM is a new paradigm to cope with the demand of environmental improvement, and it means a business management in harmony with profitability and sustainability. Meanwhile, some partial drafts of IS0 14000 to unify and standardize the different EMS'S of nations have been completed and it will come in effect in 1996. The full contents of the IS0 14000 will be completed by 1998. Environmental standards are becoming more and more perceived as a useful means for sustainable global development. Despite such global trend regarding environment, domestic firms have been for behind by focusing only on growth-oriented policies. Debates in our country on EMS is lead by a few who have been involved in BS 7750 or IS0 14000 related tasks. The purpose of this study is to propose EM'S necessity and its urgency through exact comprehesion. Case study is chosen as a research method. D Electronic Co. is selected and its current status was thoroughly reviewed. In order to study further, following questions are asked. Why do they introduce EM? How have they implemented EM? How is their current status? What is their future direction? My conclusions are as follows. The top management's strong will triggered the introduction of EMS to the firm. The first step of implementation is to organize an internal Environmental Management Committee, which sets directions and goal. Next is to operate Environmental Management System and Environmental Audit System and to have the firm's internal Environmental Management Index. As a result the firm is well prepared to acquire certification of IS0 14000. Their future direction is to establish integrated Environmental Management Information System, TMS(Te1e Metering System). In sum, EMS could be successfully introduced and implemented only with active beliefs of top management perceiving the global trends. Active beliefs of top management is the key factor of strengthening the organizations treating environmental problems. The primary motive of introducing the EMS is not just to get a certification formally, but to minimize the negative environmental effects through improving environmental management.;최근들어 환경문제를 무역에 연계시키려는 그린라운드(Green Round)의 대두와 함께 급격히 환경경영의 필요성이 부각되었으며, 앞으로 지구촌의 일원으로서 환경문제를 등한시하는 기업은 존재하기 어려운 상황이 도래하고 있다. 환경경영은 대다수의 기업이 더 이상 방관할 수 없는 환경개선의 요구에 적절히 대처하는데 필요한 실천적 방법론의 하나로 새롭게 제기되고 있는 경영 패러다임으로 수익성과 환경적 지속가능성의 조화를 이루는 기업경영을 의미한다(이병욱, 1996). 한편, 국가마다 다른 환경경영체제를 표준화하려는 ISO 14000 가운데 일부 규격은 이미 초안이 완료되어 '96년부터 시행이 확실시될 뿐 아니라 기타 제반 규격도 '98년 까지는 완성될 예정이어서 범지구적으로 동일한 체계하에서의 환경보전 노력이 수반되지 않고서는 더이상 기업활동이 불가능하다. 환경표준은 지속적인 세계발전을 위한 유용한 수단으로서 점점 더 그 중요성이 인식되고 있다(Vivien Liu, 1995). 환경에 대한 이러한 국제적인 분위기에도 불구하고 국내 산업계에서는 그동안 성장위주의 정책을 펴옴으로써 변화하는 시대에 뒤떨어져 왔던 것이 사실이다. 현재 국내에서 거론되고 있는 환경경영에 대한 논의는 주로 환경경영시스템이라 불리우는 BS 7750이나 ISO 14000시리즈에 관여해 온 실무자들에 의해 주도되어 왔기 때문에 환경경영의 이론적 체계가 다소 왜곡되어 소개되고 있다. 본 연구는 국내기업의 환경경영체제 도입에 관한 연구로 환경경영에 관한 정확한 이해와 아울러 환경경영의 필요성 및 시급성을 제시하고자 하는데 그 목적이 있다. 이를 위하여 본 연구에서는 사례연구를 실시하여 환경경영에 주력하고 있는 국내 기업 중 D전자(주)를 대상으로, 당기업의 환경경영체제 현황을 검토하여 왜 환경경영을 도입하게 되었으며, 그동안 어떻게 추진해 왔으며, 현재는 어떤 상태이며, 앞으로 나아가야 할 방향은 어느쪽인가를 시사하고자 하였다. 사례연구 결과, D전자(주)의 환경경영 도입배경은 환경에 대한 국제적인 추세에 대응하기 위한 최고경영자의 의지였다. 추진과정을 보면 다음과 같다. 먼저, 최고경영자를 위원으로 하는 환경경영위원회를 조직하여 환경방침 및 환경목표를 수립하고, 이를 실질적으로 실행하기 위해 환경경영시스템과 환경감사시스템을 운영하고 있으며, 이를 근거로 한 자체적인 환경경영표준인 '환경경영지침'을 가지고 있다. 향후, D전자는 환경경영의 모든 설비와 정보의 통합을 위한 통합환경경영체계로 TMS(Tele Metering System)를 구축할 예정이다. TMS란 전 사업장 방지시설의 운전이나 배출 오염물질에 관한 모든 정보가 전사 정보통신망에 연계되어 관련 자료를 통계적으로 가공, 분석하여 필요한 정보를 실시간적으로 얻을 수 있도록 하는 환경경영 정보시스템을 말한다. 결론적으로 환경경영체제를 도입할 예정인 기업들에게 다음과 같은 시사점을 제시할 수 있다. 즉, 환경경영체제는 최고경영자의 적극적인 지지와 조직내 전 부서의 협조를 바탕으로 성공적으로 도입될 수 있으며, 결국 중요한 것은 환경경영의 개선을 통해 환경영향을 최소화하는 것이지 환경경영체제의 도입을 통한 인증이 아니라는 것이다. D전자(주)는 ISO 14000의 인증을 목적으로 환경경영을 도입한 것이 아니라 '91년 당기업의 위기상황과 국제적인 추세에 대한 근본적인 대응을 바탕으로 환경경영 노력을 해왔기 때문에 자연스럽게 ISO 인증획득의 준비가 갖추어진 상태이다. 본 연구는 최근들어 산업계에서 그 중요성이 부각되고 있는 환경경영의 필요성 및 시급성을 사례연구를 통해 제시한 논문이라는 데 의의가 있다. 그러나 환경경영에 관한 선행연구와 방법론의 미비로 인해, 체계적인 접근방법을 가지고 연구를 수행하지 못했으며, 국내에서는 아직 환경경영관련 선행 사례 연구가 이루어지지 않았기 때문에 비교사례분석(cross-case study)을 행하지 못했다. '96년 7월 ISO 14000이 도입된 이후에는 품질경영체제(ISO 9000)와 환경경영체제(ISO 14000)의 비교연구나 환경경영체제 도입이 기업성과에 미치는 효과를 실증적으로 분석하는 연구가 이루어져야 할 것이다.
