Abstract
본 연구의 목적은 사회과 지리교육과정 개발 과정의 외적 구조와 내적 양상을 거버넌스 관점에서 분석하고 논의하여, 바람직한 사회과 지리교육과정 개발을 위한 거버넌스적 함의를 도출하는데 있다. 본 연구는 2005년 5월에서 2006년 1월까지 진행된 제7차 교육과정 수시․부분 개정을 위한 ‘사회과 교육과정 개정 시안 연구․개발 기간’ 동안의 사회과 교육과정 개발 과정에서 일어난 현상을 주요 연구 범위로 하였다. 하지만 교육과정 개정 논의가 2007년 2월까지 지속되었고, 그 과정에서 참여 주체간의 여러 상호 작용이 전개되었던 점을 감안하여 사회과 지리교육과정에 대한 논의는 2007년 1월까지의 현상으로 확대하였다. 본 연구에서는 사회과 지리교육과정 거버넌스의 체제와 양상을 구체적으로 ‘기술’하고, 이를 ‘분석’하며, ‘해석’하는 질적 연구 방법을 사용하였으며, 질적 연구 방법의 타당도를 높이기 위하여 지리교육과정 개정 참여자들의 인식 조사를 통한 양적 분석 방법을 병행하였다. 본 연구의 결과는 다음과 같다. 첫째, 교육과정 개발 과정에서 형성된 교육과정 거버넌스는 광의의 구조인 국정관리체계로서의 거버넌스와 협의의 구조인 수평적 네트워크로서의 거버넌스가 중첩되는 구조적 특성을 갖고 있었다. 교육과정 거버넌스는 구체적으로 지리교육과정 거버넌스, 사회과 교육과정 거버넌스, 국가수준 교육과정 거버넌스의 층위로 구분되었고, 거버넌스 간에는 포섭 관계가 형성되어 있었다. 교육과정 거버넌스는 층위별로 속성에 차이가 있었다. 지리교육과정 거버넌스는 수평적 네트워크의 속성이 강하고, 국가수준 교육과정 거버넌스는 국정관리 거버넌스 속성이 강하였다. 이와 같은 거버넌스 구조의 중첩성과 다양한 속성으로 인하여 교육과정 의사결정에서의 갈등 발생 가능성이 높았다. 이는 두 거버넌스 간의 특성이 상이할 때 심화되었는데, 새 교육과정 개정에서 사회과와 관련하여 교육인적자원부가 정부의 독점적 지배력에 입각한 의사결정을 함으로써 지리교육주체와 갈등 관계에 놓인 것은 그 사례라 할 수 있다. 교육과정 거버넌스의 중첩성은 교육과정 개발이 이원적 구조, 즉 ‘연구 개발 단계’와 ‘최종 의사 결정’ 단계로 구분된 우리나라 교육과정 개발 체제의 특성에 기인한 구조적 특성이라고 할 수 있다. 둘째, 교육과정 거버넌스 체제의 특성을 개방성, 균형성, 합리성, 공정성, 참여자 영향력, 신뢰와 의사소통 수준에서 분석하였는데, 지리교육과정 거버넌스, 사회과교육과저 거버넌스, 국가수준 교육과정 거버넌스에 따라서 차별적인 특성을 보였다. 참여 개방성 측면에서 보았을 때, 국가수준과 사회과 수준의 거버넌스에서는 ‘여론 수렴’ 수준에서의 참여는 개방적 구조였으나, 논의 구조에의 참여는 제한적이었고, 의사결정에의 참여는 통제적이었다. 공식적 참여자의 권한 균형성 측면에서는 균등적 권한 배분의 문제 보다는 공식적 참여자가 갖는 권한과 책임의 범위와 수준의 모호성이 더 문제가 되었고, 이로 인하여 교육과정안 개발 논의에서 유일한 합의체였던 ‘공동연구진 협의회’의 권위가 존중되지 못하고, 권한 행사도 이루어지지 못하는 문제가 발생하였다. 교육과정 거버넌스 공정성과 관련해서는 교육인적자원부의 ‘역사 과목 독립’에 대한 지원과 사회과의 통합적 시수 편제안 제시, 사회과 개발팀장의 중립성 등이 문제로 제기되었고, 이 과정에서 절차의 합리성과 정당성에 대해서는 논란이 있었다. 사회과 내에서의 교과 공동체 의식과 신뢰, 의사소통은 모두 낮은 수준이었다. 지리교육과정 거버넌스에 대해서는 참여구조, 논의구조, 균형성, 신뢰, 의사소통 수준에서 모두 좋은 평가를 받았으며, 가장 수평적 네트워크 거버넌스적 특성이 강한 것으로 분석되었다. 셋째, 사회과와 지리영역 간의 갈등은 다양한 참여 주체 간에 나타나고 있었다. 갈등의 핵심은 ‘사회과 시수와 편제’에 대한 쟁점이었으며, 이는 사회과의 정체성에 대한 낮은 합의에 기인하였다. 교육과정 개발 과정에서 나타난 갈등에 대해서는, 이를 조정할 수 있는 조정 기제가 마련되지 않아 교육과정 갈등 관리에서의 미흡함이 드러났다. 정부는 교육과정 주체 간 갈등 발생시 조정 기구 역할자로서 기능해야 함에도 불구하고, 오히려 교육과정 개발에서 갈등 주체가 되었다. 특히 사회과 교육과정에서 국정관리체계로서의 거버넌스와 협의의 구조인 네트워크로서의 거버넌스가 중첩되는 구조에서의 갈등, 즉 정부와 지리영역 간, 사회과와 지리영역 간의 갈등에 대해서 조정 기제가 부재하여 참여 주체간의 합의를 도출하기에 어려움이 있었다. 한편, 편제 논의로 인한 갈등이 심화되면서 지리교육 정체성 논의와 역사, 일반사회의 학습과 상호 연관성에 대한 논의들은 소멸되는 양상을 보였다. 넷째, 지리교육과정 내용 개발은 다수 교사들과 교수들이 참여하여 다양한 의견을 표출하고, 이 의견들을 수렴해 나가는 숙의적 절차에 의하여 이루어졌다. 지리교육과정 내용개발은 수평적 네트워크 거버넌스 구조와 특성을 갖고 있었으며, 합리적 의사결정 체제로 운영되었다. 하지만, 교육과정의 내용 조직과 선정 원리를 위한 팀의 논리 생성 과정은 이론적 전문성의 권위의 존중에 기초한 설득과 동의의 방식으로 진행되었다. 이는 지리교육과정 내용 개발 과정은 절차 합리성이 확보하였으나 교과 정합성에 대한 동시적 정당성을 확보하지 못했음을 의미하며, 지리교육 주체 간에 교과의 성격과 목표에 대한 심층적 논의 과정과 합의가 필요함을 시사한다. 다섯째, 거버넌스의 주체로 교사의 참여가 활발하였는데, 이는 지리교육 주체로서의 교사의 실천적 전문성이 인정되었고, 교육과정 논의가 교육 현장에 기초하여 출발할 수 있었으며, 교육과정 참여 경험을 통한 학습과 지리교과공동체 의식이 생성되었다는 점에서 의미를 가질 수 있었다. 그러나 새 교육과정 체제에서의 교사 참여는 교육과정 개정 체제와 전개 양상과 관련하여 한계가 있었다. 공식적 참여자로 교사가 참여하였으나 교육과정 논의에서 제한적 참여자의 역할을 수행하였으며 비공식적 참여자로서 교사가 참여하였으나 부분적인 쟁점, 즉 편제 부분에 강한 갈등상황이 발생하여 실제적인 내용에 대한 참여가 쟁점으로 부각되지 못하였다. 또한 거버넌스적 구조에서 비공식적 참여자의 의견은 국정관리 거버넌스 구조에서 정부와 대립하는 양상이 전개되었으나, 국정관리 영역의 계층제적 속성으로 인하여 교사들의 주장은 기각되었다. 이러한 현상은 교육과정의 정책 결정 과정이 교육과정안의 개발 단계에서는 거버넌스 구조를 지향하였지만, 최종적인 의사결정과정 단계로 올라갈수록 거버넌스 속성이 결여되고, 계층제적 관료주의가 강화되면서 나타나게 되었다. 이는 제도적 측면에서는 실천적 전문성을 교육과정에 반영하겠다는 취지로 교사의 참여를 확대하였으나, 거버넌스 구조의 합리성에 대한 이해와 준비 부족에서 오는 결과였다. 교육과정 거버넌스 분석 및 논의에 기초하여 바람직한 교육과정 거버넌스 형성을 위해 다음과 같이 제언하고자 한다. 첫째, 지리교육의 이론적 전문가와 실천적 전문가가 함께 참여하는 지리교육과정 네트워크 거버넌스의 상설화를 통해 지리교육과정 논의가 지속적으로 수행될 수 있도록 해야 한다. 지리교육네트워크는 핵심적 네트워크와 외연적 네트워크를 모두 포함해야 하며, 이를 통해 지리교육과정 개발의 교육적 논리와 정치적 논리를 함께 담보해야 한다. 둘째, 지리과 교육과정 개발을 위한 수평적 네트워크 거버넌스의 공식적 참여 주체들 즉, 공동연구진, 연구협력진, 심의위원, 그리고 비공식적 참여 주체인 지리교육관련 위원회, 교사단체 등이 각각의 역량을 발휘할 수 있도록 해야 한다. 공식적 참여자들의 역량 강화를 위해 권한과 책임의 명료화가 이루어져야 하며, 비공식적 참여자의 역량 강화를 위해 단위 지리교육 네트워크의 활성화가 필요하다. 셋째, 사회과의 통합과 분과 논의는 현상과 학문의 구조에 대한 견해의 차이로 발생한다. 이러한 문제를 극복하기 위해서는 사회과 내의 소통을 통해 개별 교과 간에 공감을 확보하고 상호연관성을 높일 수 있도록 해야 한다. 넷째, 정부는 교육과정과 연관성이 높은 분야의 정책을 우선적으로 수평적 네트워크를 지향하는 방식으로 운영해야 한다. 교육인적자원부의 의사결정 구조를 비롯하여 교육 정책 전반에 걸쳐 거버넌스가 진행되어야 교과에서 개발한 교육과정정책이 안정적으로 국가 정책으로 작동할 수 있으며, 국민 대중의 다양한 요구가 해결되는 방향으로 진행될 수 있다. 다섯째, 교육과정 개발 체제의 일원화와 분권화가 필요하다. 현재와 같이 교육과정 개정이 ‘연구 개발’과 ‘행정적 의사결정’으로 구분되면, 교육과정 개발 단계별로 갈등이 발생할 수 있고, 교육과정 단계별로 적용되는 논리가 달라지게 된다. 현재와 같이 교육인적자원부가 의견을 수렴하여 최종 의사결정을 하는 체제에서는 교육인적자원부의 의사결정이 교육 주체들의 논의에 의해 결정된 ‘교육과정 개정안’과 다를 때 문제가 발생하게 된다. 그리고 결과적으로 정부의 안대로 결정되면, 교육과정 개정 논의에 참여했던 지리교육주체들의 모든 노력을 무위로 만드는 것이므로, 교육과정 개발은 단일 체제로 개발되거나, 지방이나 단위 교육 주체가 최종 교육과정 개발의 의사결정권을 갖도록 분권화 할 필요가 있다.;The aim of this study is to draw out implications on the side of governance for development of a desirable curriculum of geography education in social studies, by analyzing and discussing the external structure and internal aspects of the developmental process of the curriculum of geography education in social studies from the viewpoint of governance. The scope of this study includes the phenomena occurring in the process of the curriculums for social studies during the period of the study and development of the tentative plan of the social studies curriculum revision for the occasional partial revision of the 7th Curriculum, which was carried out from May 2005 to January 2006. The discussion in this study involves the aspects of conflicts between the Ministry of Education and Human Resources (MEHR) and the realm of geography education after the completion of the study and development of the tentative plan. This study ‘describes’concrete phenomena with respect to the system of aspects of the governance of the geography curriculum in social studies on one hand, and uses in parallel the qualitative study method to ‘analyze’ and ‘interpret’ them, and the quantitative study method based on the investigation of the recognition by the participants in the revision of the geography curriculum. The results from and suggestions by this study are as follows. The governance of curriculum formed in the process of the development of the curriculum had the structural property that the governance as a system of governmental administration, the structure in a wide sense, and the governance as a horizontal network, the structure in a narrow sense, were reiterated. It was divided into the strata of the governance of geography curriculum, that of social studies curriculum, and that of national-level curriculum. And each of the governances was in subsumptive relationship with other governances. The governance of geography curriculum had strong properties of the horizontal network, and that of national-level curriculum had strong properties of governance as a system of governmental administration. There was a high possibility of conflicts in course of decision making with respect to educational curricula due the reiterated structure of the governance of curriculum. Second, analyzing the properties of the governance system of curriculum in the levels of openness, balance, rationality, fairness, participants’ influence, reliance, and communication, we have learned that there were differences between the strata of geography, social studies, and national level. On the side of the openness of participation, the governance of national-level curriculum and that of social studies curriculum had an open structure for participation, put some limits in the participation in the structure of discussion, and restricted the participation of decision making. Since the rights and obligations of official participants were vague, their responsibility was weak, and the committee itself had weak authority as an organization based on agreement in the process of decision making for curricula. The MEHR gave a one-sided support for the ‘independence of the history subject’ and presented an integrated plan for the system of the number of lessons per week, which gave rise to doubts on fairness, and was criticized as not observing the rationality and justification of the procedure. In addition, there was a low level of community consciousness of the social studies, and the communication and confidence between the members were in a low level. On the other hand, the governance of the geography curriculum showed a high level confidence and communication, and had strong consciousness of community for the subject. Third, conflicts between the social subject and the geography area appeared among various participating parties. The participants in the revision of the curriculum of geography gave lower scores to the governance of the curriculum of social studies than to the geography area and the MEHR. The key issue of this conflict was the system, which originated from the low level consensus of the identity of social studies. On the other hand, a mechanism that was able to reconcile the conflicts between the MEHR and the geography area was absent. In the selection of the contents of geography education, we have seen the aspect in which the discussion about the interrelationship between geography education and learning in general social studies was excluded from the issues along with the identity of the geography itself. Fourth, many teachers and college professors participated in the process of the revision of the curricula in the procedural structure of discussion in which they expressed various opinions and proceeded to reflect them, and went through the step of deep discussion. The process of the development of the contents of the geography curriculum had the governance structure of network, and was run in a rational system of decision making. However, they did not establish simultaneous justification of the integrity of the subject though the process of their creation of logic achieved procedural rationality as the way they manages to dealt with issues was based on persuasion and agreement on the ground ofthe respect for the authority of theoretical specialty. In order to overcome this, we should clearly establish the properties and goals of the subject, and need to have a step of scholarly agreement to them among participants in education. Fifth, though teachers took part as behavioral subjects and official participants, they played limited roles of participant, and were not able to notably participate in practical discussion since they were engaged mostly in the conflicts on the system. Though the opinions of unofficial participants were opposed to the government in the structure of the governmental management system governance, the teachers’claims were overruled due to lack of both the hierarchical properties in the area of governmental management and the network-oriented properties. This means that the process of the decision on the policies of curricula aimed at the structure of governance, but lacked properties of governance in its actual running. As a result, in the governance of national-level curriculum, the conflicts between the governmental subjects and the participating subjects of the geography area were deepened, and we have even witnessed the phenomenon that some of the official participants resigned. Based on the analysis and discussion of the governance of curriculum, I would like to make the following suggestions for desirable formation of the governance of curriculum. First, discussion on the revision of the geography curriculum should be continued through regularizing geography curriculum network governance involving specialists in the theory and practice of geography education. Second, environment for displaying capabilities should be provided to the official participants of the horizontal network governance for developing the geography curriculum such as the joint research team, research cooperation groups and deliberative committee members and unofficial participations such as committees related to geography education and teacher associations. Third, discussion on the integration with and separation from social studies comes from difference in the understanding of the curriculums. Conflict between the two curriculums results from the fact that while social studies emphasizes integration because of its tendency to come closer to inarticulate phenomena, geography education tries to maintain its structure in connection to its scientific characteristics. To overcome the problem, sympathy and interconnection among individual curriculums should be enhanced through communication inside the department of social studies. Fourth, the government should execute its policies related to curriculums in a way of promoting horizontal network. Then, educational policies established through horizontal governance can be operated stably as national policies in the direction of meeting various demands from the public. Fifth, we need unification of the systems of the development of curricula. We have seen the phenomenon that the tentative plan of the curricula came to be different from the last plan since the revision of the curricula was separated from research and development, and administrative decision making, and the conflictive relationship around the curricula were cumulatively deepened. In order to solve this problem, we should form a governance of curriculum in which governmental subjects participate from the beginning, and consistently proceed from the process of research and development to the establishment of the last plan by going through the step of sufficient discussion concentrating on the governance.
