ICT자본스톡이 산업별 성장에 미치는 영향

Abstract

최근 급속한 발전을 보인 정보통신기술(ICT: Information Communication Technology)산업에 따른 생산성 향상이 경제성장에 크게 기인하고 있는 것으로 지적됨에 따라 본 연구는 ICT산업이 경제에 어느 정도의 영향을 미치고 있는지 알아보고자 한다. 이를 위해 먼저 한국은행에서 5년에 한번씩 발표하는 산업연관표를 이용하여 ICT자본스톡을 추계하였다. 그리고 산업별 자료를 이용하여 ICT투자가 어떠한 경로를 통해 생산성 상승을 초래했는가를 분석하고자 한다. 본 연구는 1980년~2000년의 기간의 17개 산업에 대해 추계한 ICT자본스톡과 인적자본변수를 고려하여 종속변수로 사용한 산업별 부가가치액과의 관계를 간단한 계량 모형을 통해 분석한다. 또한 산업분류에 따라 ICT자본스톡의 생산성 향상효과가 어떻게 나타나는지 분석하기 위해 전체산업을 ICT생산산업과 ICT고이용산업, ICT저이용산업으로 구분하여 비교하였다. 즉, ICT산업의 발전이 타산업의 생산을 높이는 파급효과(spillover)에 대한 분석을 통해 경제 전체의 성장에 대한 기여 효과에 대해 검증하고자 한다. 그리고 대졸이상 취업자로 인적자본 변수를 추가하여 생산성 증가에 대해 분석한다. 검증 결과 ICT자본스톡은 전체 산업의 생산 증가에 유의한 영향을 주고 있지만 ICT자본스톡이 ICT생산산업과 타산업에서 통계적으로 유의한 차이를 주지 못하는 것으로 나타났다. 이는 ICT생산산업에서 ICT자본스톡이 추가적인 생산을 가져오지 않았다는 것을 보여준다. 또한 타산업에서 생산 증가를 분석한 결과 ICT자본스톡으로 인한 직접적인 파급효과는 나타나지 않았다. 한편 전체 산업에서 생산 증가를 가져온 ICT자본스톡을 대신하여 대용변수로 인적자본을 투입한 결과, 전체 산업의 생산 증가 효과가 있었다. 그러나 ICT생산산업에서 인적자본은 통계적으로 유의하지만 그 값을 전체산업의 인적자본 계수와 비교했을 때 추가적인 생산 증가가 없는 것으로 나타났다. 또한 인적자본으로 인한 ICT고이용산업의 생산 증가는 통계적으로 유의하지 않았다. 이는 고급인력의 수요가 많은 ICT생산산업에서 산업분류를 통한 산업간 인적자본 가치가 잘 나타나지 않고 있음을 의미한다. 결과적으로 이러한 분석은 ICT산업의 발전과 그에 따른 ICT자본의 축적이 생산 증가에 어떠한 영향을 미치는가를 평가하는데 중요한 시사점을 줄 수 있을 것이다.;Korea's IT sector has been heavily supported with huge capital investments and highly-educated manpower from the mid-1990s under the consensus that IT is one of the most essential infrastructures for the future industrial development. It is high time, however, to look back upon whether such external success has made genuine differences in quality improvement. In other words, it is important to find out whether the development of the IT sector is dependent upon technological breakthroughs or quantitative increases in production inputs such as capital and labor. The purpose of this study analyzes the importance of ICT(Information Communication Technology) capital stock and human capital in enhancing industrial productivity growth. So ICT capital stock data defined and constructed based on the Input-Output(I.O.) table that published by the Bank of Korea. Dependent variable is industrial value-added amount and independent variables are labor, total capital, ICT capital stock, human capital and other industries's ICT capital stock. The statistical analysis analyze about 17 industries over the period from 1980 to 2000. All industries sorted ICT-producing industries, ICT-intensive using industries and the other industries by industry classification. Then analyze the size of ICT capital stock in enhancing productivity in each industry. Further analyze the possibility of spillover effects of accumulating ICT capital stock in improving growth in other industries. And estimating the relations of ICT capital stock and human capital in ICT-producing industries, and how many human capital demands in ICT-producing industries. This study suggested estimate how to accumulating ICT capital stock contribute to the development of IT industry.
