Abstract
1, 2차 장애범주 확대라는 정책적인 변화에도 불구하고 우리나라의 장애범주는 여전히 제한적일 뿐 아니라 의학적 모델에 입각한 장애개념에서 벗어나지 못하고 있다. 또한 의학적인 장애가 직업생활을 비롯한 일상생활에서의 장애를 의미하는 것이 아님에도 현행 장애인 고용정책에서는 이러한 장애개념을 그대로 준용하고 있다. 이러한 문제의식을 바탕으로, 본 연구에서는 의학적 차원에서 정의되는 협의의 장애 뿐만 아니라 이로 인해 발생하는 사회적 활동에서의 장애까지 포함하는 보다 넓은 장애개념인 기능적 장애(functional disability) 개념을 활용함으로써 현재 법정장애인으로 인정받지 못하고 있는 기능적 장애를 가진 사람들에 대한 정책적 지원의 필요성을 밝혀내고자 하였다. 이에 본 연구는 6차(2003)년도 한국노동패널조사(Korean Labor and Income Panal Survey)를 통해 기능적 장애를 가진 것으로 응답한 765명을 대상으로 취업 영향요인을 분석하였으며, 기능적 장애를 가진 사람들 중 법정장애여부에 따라 취업영향 요인에는 어떠한 차이가 있는지 비교해 보았다. 기능적 장애를 가진 사람의 취업 영향요인에 대한 분석 결과는 다음과 같다. 첫째, 인구학적 요인에서는 기혼 유배우자이거나 이혼·별거·사별한 경우일수록, 가구주일수록 취업할 가능성이 높은 것으로 나타났으며, 고연령층, 자산소득이 있을수록 미취업할 가능성이 높은 것으로 나타났다. 둘째, 인적자본 요인에서는 직업훈련 경험이 있을수록, 직업경력이 많을수록, 건강상태가 좋을수록 취업의 가능성이 높은 것으로 나타났다. 셋째, 기능적 장애요인에서는 직업활동 장애와 중복된 장애의 수가 많을수록 취업의 가능성이 줄어드는 것으로 나타났다. 넷째, 법정장애여부에 따른 취업 가능성을 비교해 본 결과, 법정장애인의 취업 가능성이 비법정장애인에 비해 다소 높게 나타났으나 통계적으로는 유의미하지 않아 두 집단의 취업 가능성에 차이가 없음을 확인하였다. 법정장애인과 비법정장애인의 취업 영향요인을 비교한 결과는 다음과 같다. 첫째, 비법정장애인 집단이 기혼 유배우자, 이혼·별거·사별자, 가구주일 때 취업 가능성이 높은 것으로 추정된 것에 비해 법정장애인 집단에서는 이전소득이 있을수록 취업 가능성이 낮은 것으로 추정되었다. 둘째, 인적자본 요인에서는 직업경력이 많을수록 취업 가능성이 높다는 점이 공통적이었으나 법정장애인 집단에서 교육수준은 부정적인 영향을 주는 요인으로, 비법정장애인 집단에서 직업훈련 경험과 건강상태는 긍정적인 영향을 주는 요인으로 나타났다. 셋째, 기능적 장애요인의 취업에 대한 영향력은 비법정장애인 집단에서 더 부정적으로 작용하는 것으로 나타났다. 이상과 같은 결과를 종합하여 볼 때, 비법정장애인의 인적자본 요인이 법정장애인에 비해 취업에 보다 긍정적인 영향으로 작용하고는 있으나, 기능적 장애요인에 의한 부정적인 영향도 더 많이 받고 있다는 사실을 통해 기능적 장애가 취업에 영향을 미치는 주요한 요인이 되고 있음을 알 수 있다. 또한 법정장애인과 비법정장애인의 취업 가능성에서 유의미한 차이가 나타나지 않음으로써 법정장애 범주에 포함되지 않는 많은 기능적 장애를 가진 사람들 역시 취업에서 불리함을 경험하고 있음을 확인할 수 있다. 본 연구에서 도출된 결과가 시사하는 바를 바탕으로 정책적 제언을 하면 다음과 같다. 첫째, 의학적 장애개념을 넘어서서 사회적, 환경적 요인에 의한 장애까지 포함하는 보다 넓은 의미의 장애개념이 도입되어야 할 것이다. 둘째, 장애인 고용정책의 취지에 맞게 실제로 직업활동 장애가 있는 사람에게 관련된 서비스가 제공될 수 있도록 고용정책 대상자의 적격성(Eligibility)에 대한 새로운 기준이 마련되어야 할 것이다. 셋째, 좀처럼 개선의 여지가 보이지 않는 장애인의 저조한 취업률을 증진시키기 위한 적극적인 노력이 필요하다.;Despite a policy change to expand the 1st and 2nd disability scope, disability scope in Korea is not only still restricted, but also does not go beyond the concept of disability, based on a medical model. Even though medical disability does not mean disability in daily lives including occupation life, this concept of disability is applied to the current employment policy for people with disabilities. In this study, founded on such problem awareness, the need of policy support for those who have functional disability and who are not recognized as legally disabled people is to be identified by utilizing a broad sense of disability concept, that is, functional disability, which includes disability in social activities, as well as physical damage. In this paper, employment influencing factors are analyzed, targeting 765 people who responded that they had functional disability through the Korean Labor and Income Panel Survey in the 6th year(2003). Also, what differences exist in the employment influencing factors is compared, depending on the status of legal disability among those who have functional disability. The analytical results on the employment influencing factors of those who have functional disability are as follows: First, in the demographic factor, the possibility of employment is higher, if those are married, divorced, separated or separated due to spouse's death and if those are the head of a household in terms of population. As those are aged and have income from property, the possibility of unemployment is higher. Secondly, in the human capital factor, the possibility of employment is higher, if those have occupation training experience and work experience and if their health state is better. Thirdly, in the functional disability factor, the possibility of employment diminishes, as the number of occupation activity disabilities and duplicated disabilities increases. Fourthly, comparing the possibility of employment, depending on the status of legal disability, the possibility of employment of legally disabled people is slightly higher than that of non-legally disabled people, but the difference is not statistically significant. Accordingly, difference in the employment possibilities of the two groups have been confirmed to be none. As a result of comparing the employment influencing factors of legally disabled people and non-legally disabled people, the results are as follows: First, while the possibility of employment is estimated to be high, when non-legally disabled people are married, divorced, separated or separated due to spouse' death, the possibility of employment of legally disabled people is estimated to be low, as people in the group have transfer income. Second, in the human capital factor, the possibility of employment is commonly high, as people have work experiences, but educational level in legally disabled people has been identified to be negative, while occupation training experience and health state have been identified to be positive in non-legally disabled people. Third, influences of the functional disability factor on employment are more negative in non-legally disabled people. Through the results as above, we can see that functional disability is a major factor influencing employment. Also, many people who have functional disabilities that are not included in the legal disability scope have been confirmed to experience disadvantage, due to their disabilities. Policy suggestions can be presented as follows, based on the results in this study: First, a broader sense of disability concept that includes disability by social and environmental factors, beyond medical disability concept, should be introduced. Second, a new standard for eligibility of the employment policy targets should be devised, so that the related service can be provided to those who have actual occupation activity disability in line with the purpose of the policy for people with disabilities's employment. Third, an active effort to increase low employment rate of people with disabilities, of which improvement has not been shown, is needed.
