비대칭정보상황에서의 파업발생확률에 관한 연구

Abstract

본 연구는 노사간 비대칭정보상황에서 발생하는 파업이 노조의 선별수단이 된다는 비대칭정보모형을 검증하고 파업발생확률에 영향을 미치는 여러 요인들을 살펴보는 것을 목적으로 하고 있다. 비대칭정보모형의 핵심은 노조가 경제적 지대에 대한 명확한 정보를 가지지 못하므로 더 많은 지대를 가지고자 하는 기업은 언제나 실제보다 낮은 수준의 이윤을 획득했다고 주장하며 임금교섭과정에서 이를 바탕으로 노조가 예상한 수준보다 낮은 임금인상률을 제시하게 되는데 기업의 주장을 신뢰하지 못하는 노조는 파업을 선별수단으로 사용한다는 것이다. 이러한 이론은 노사간 대화와 양보가 부족한 한국의 현실에서 발생하는 파업을 설명하는 이론적 근거가 될 것으로 생각된다. 이를 검증하기 위해 한국노동연구원의 「2002, 2003년 사업체패널」데이타를 이용하였으며 그 중 파업의 발생주체는 노조임을 감안하여 근로자 대표 설문 중 노조가 있는 490개 사업체를 대상으로 회귀분석을 사용하여 노조의 임금인상률을 추정하고 로짓분석을 통해 파업발생확률을 분석하였다. 분석결과 노조가 추정하는 임금인상률에 통계적으로 유의한 영향을 미치는 변수들은 산업별 임금, 지난해 협약임금 인상률, 임금협약 교섭기간, 사측의 제시율, 노조위원장의 근속년수로 나타났으며 산업별 임금이 낮을수록, 지난해 협약임금 인상률이 높을수록, 임금협약 교섭기간이 짧을수록, 사측의 제시율이 높을수록, 노조위원장의 근속년수가 길수록 임금인상률은 상승하는 것으로 추정되었다. 또한 로짓분석을 이용한 파업발생확률분석에서는 실질임금인상률과 노조가 추정한 임금인상률의 차이를 비대칭정보모형을 검증하기 위한 변수로 사용한 결과 파업발생확률과 잔차가 양의 관계를 지녀 본 연구에서는 비대칭정보모형이 지지되지 않음이 검증되었으며 작년파업발생더미, 교섭횟수, 경영설명회 횟수는 파업발생확률과 통계적으로 유의한 양의 관계를 지니며, 협력적 노사관계점수는 파업발생확률과 유의한 음의 관계를 가지는 것으로 나타났다. 분석과정에서 자료의 한계로 인한 실증분석의 일반화가 어려운 점, 실증모형 설정의 한계가 존재하는 점, 인금인상률의 추정치가 정확하지 못한 점 등의 문제점이 발생하였으나 경험에 의한 정보를 통해 임금인상률을 추정함을 알 수 있었으며 파업발생 또한 지난해파업경험에 많은 영향을 받는 것을 알 수 있었다. 본 연구는 대화와 양보가 부족하여 노사간 정보교환이 원활하지 않은 한국에서 파업이 선별도구로 사용되는 비대칭정보모형을 검증하고, 파업발생확률에 영향을 미치는 여러 요인들을 살펴보는 것을 목적으로 하여 진행되었으며 모형은 지지되지 않는 것으로 나타났다. 그러나 파업은 노사가 처한 복잡한 입장과 과정을 통해 나타나는 것이므로 한 방향의 연구로 그 발생원인을 분석하기에는 미흡한 점이 있어 보인다. 법학, 사회학, 정치학 등의 경계를 넘나들며 다각적인 방법으로 파업발생원인에 접근하는 연구들이 증가하는 추세는 이러한 점을 반영하는 결과라 생각된다. 앞으로 파업뿐만 아니라 노사전반에 걸쳐 다각화된 연구방법을 통해 노사관계 개선에 대한 고찰이 있어야 할 것으로 생각된다.;This study aims to examine Asymmetric Information Model. A strike can be used as a screening device by the union under Asymmetrical Information and various factors influencing the strike probability. The data for this study were collected from 490 companies which have a union in 「2002, 2003 company panel」of KLI. The Statistic method for data analysis were regression for expecting wage rate and logistic regression for the strike probability. The result of this study can be summed up as follow: 1. In estimates of the wage equation, average wage in all industries, tenure of a union representative and duration of contract have a negative relationship with expected wage rate but wage rate over previous contract and a offer of management are positive. 2. Additionally, by using logistic regression in strike probability, the difference between real wage rate and wage rate estimated by the union was used as a variable in order to verify Asymmetric Information Model. As a result, strike probability and residual have positive reference. So, in this study, it was proved that we cannot find the convincing evidences. And it was appeared that the frequency of previous strike, contract, have statistically positive connection, the score of friendly labor relations has negative connection. In the process of the analysis, the problems - the difficulty of generalization caused by the limitation of data, the existence of limitation of setting empirical model, inaccuracy of estimate - were occured, but we could find that wage rate was estimated by experienced information. And strike was also influenced by the experience of previous strike. This study - by lack of yields and communications between labor and management in Korea - could prove the Asymmetric Information as a method of a screening device and was progressed as a method of searching the factors which influence strike probability . Moreover, It was appeared that the model was not supported. It was regarded that an increasing tendency of the study accessing a cause of strike is a result that reflects on this point. For years ahead, it is thought that there has to be consideration about improvement of by diversified studying method not only strike but also around.
