Abstract
Many previous studies have already discussed the definitions and critical factors of e-governments. Yet, the objects of the discussion hardly transcended the developed countries, due to lack of conspicuous outcomes on the e-government development in the developing countries. While the recent development of e-governments in developing countries made it possible to analyze its implementation and identify success and failure factors, the empirical studies that examine the relationship between the determinants or prerequisites of e-governments and the e-government performance of developing nations are still scanty. This study, based on a survey conducted on 155 ICT experts who participated in the e-government projects in 56 countries, examines how the determinants of e-government performance in the developed countries affect the e-government performance of developing countries, and draws implications that may be applied by developing countries to advance successful e-government performances. The statistical analyzes reveal that change in work place, organizational culture and values, vision, strategies and leadership, human resources and technologies can positively affect e-government performance of developing countries. On the other hand, external support is found to negatively influence e-government performance of developing countries. In addition, it is indicated that financial resources do not predict e-government performance of developing countries. The statistical analyzes also show that some determinants can better predict e-government performance when they are combined. This is because they are closely related to one another. The revised determinants that combine organizational culture and values with vision, strategies and leadership, technologies with human resources are found to better explain e-government performance of developing countries. On the other hand, the determinant combining financial resources with external support is found to have no influence on e-government performance. The case studies of Malaysian and Vietnam e-governments generally support these findings. It is indicated that change in work place; technologies; skilled IT personnels and users; organizational culture and values; vision, strategies and leadership; and laws and regulations can explain why Malaysia is successful and Vietnam is not. It reveals that Malaysian e-government is successful because Malaysia successfully changes work processes, has high quality of work force, allocates financial resources, enjoys top leader's support and employees' positive attitude toward IT innovation, and has proper strategies and legal and regulatory framework for e-government. Yet, it is also indicated it has low level of IT infrastructure development, and small external support. On the other hand, Vietnam fails in government reform, has small portion of highly educated population, suffers from employees reluctant to accept changes through e-government, has unclear strategies and less effective legal and regulatory framework, along with lower level of IT infrastructure development. In addition, it finances its e-government projects through donors' financial support. Regarding financial resources, it is indicated that unlike statistical results, both countries recognize the importance of financial resources, and make efforts to secure them. Thus, further studies are needed to understand the impact of financial resources on e-government performance of developing countries. A possible explanation is that financial resources is necessary but not sufficient condition for e-government. Rather, managing financial resources effectively can be more important for successful-government. It is supported by the fact that Vietnamese failure of the project 112 is due to corrupted public officers involved in budget allocation and management for the project 112. Among environmental factors, such as national economic strength, political stability and population, only economic strength appears to have relatively weak influence on the e-government performance of the developing countries according to statistical analyzes. Yet, the case studies reveal that political stability can also explain e-government performance of developing countries. While the autocratic government of Malaysia positively affect e-government performance, that of Vietnam negatively affects e-government performance. In conclusion, the findings of this study provide policy implications for decision makers of developing countries. First, it is crucial for the government to reform its structure and work processes corresponding to e-government environment. It is also equally important to get organizational consensus for IT innovation by assuring that changes through e-government is not a threat but a benefit. Similarly, top leader's strong support can facilitate sharing of e-government values and ideas among stakeholders. Second, practical and realistic goals and objectives need to be set up. With too grand objectives, it is highly unlikely that stakeholders are satisfied with the service e-government provides. Third, setting up a proper legal and regulatory framework corresponding to e-government environment is critical. laws and regulations incompatible with new technologies can negatively affect e-government performance. At the same time, it is essential to assess the availability of technologies, infrastructure and human resources so that necessary resources can be allocated for e-government. Finally, external support can either enhance or hinder successful implementation of e-government. Too much interference of outside stakeholders over the government policy agenda can negatively affect e-government performance. On the other hand, they can facilitate e-government implementation providing necessary financial, technical and human resources.;전 세계적으로 전자정부가 정부경쟁력 제고를 통한 국가발전의 핵심수단으로 강력히 추진되고 있다. 특히 90년대까지 전자정부가 정보화가 어느 정도 발전된 국가에서나 실천 가능한 혁신전략으로 여겨졌다면, 이제는 개도국에서도 적극적으로 적용방안을 모색하고 있는 추세이다. 실제로 2008년 현재 191개 UN회원국 모두가 다양한 형태의 정부서비스를 인터넷을 통해 제공하고 있는 것으로 조사된 바 있으며, 이는 전자정부가 선진국과 개도국을 막론한 보편적인 정보혁신 전략으로 자리 잡았음을 의미한다. 그러나 개도국의 경우 자원과 인력의 희소성, 전자정부 구현의 실패가 국가경제에 미치는 영향을 고려할 때 선진국에 비해 감수해야 하는 위험이 크고, 일반적으로 조사된 전자정부 결정요인이 개도국 전자정부의 결과에 미치는 영향이 선진국과 다를 수 있다. 전자정부가 무엇을 의미하고 어떠한 영역이 준비되어야 보다 성공적으로 구현될 수 있는지에 대한 논의는 지금까지 주로 선진국 위주로 이루어져 왔다. 대다수 개도국의 경우 전자정부의 도입이 아직 초기단계에 불과하기 때문에 그동안 논의 자체가 어려웠기 때문이다. 그러나 선진국 전자정부에 기반한 연구결과는 개도국의 개도국에 그대로 적응하기에는 어려움이 있다. 개도국의 경우, 기본적인 정보통신 인프라 및 응용프로그램, 기술인력 등에서 선진국과 다른 조건을 갖기 때문이다. 따라서 본 연구는 선진국에 기반한 전자정부 연구결과를 개도국에 적용해 봄으로서 기존연구를 보완하고, 개도국 전자정부 관계자들에게 정책적 함의를 제공하고자 한다. 구체적으로, 기존 전자정부 연구를 분석하여 전자정부의 결정요인을 파악하여, 이들 구성요소가 실제 개도국 전자정부 성과에 어떤 영향을 미치는지 분석하고자 한다. 이를 위해 현재 한국이 국제정보격차해소를 위해 개도국 정보통신 전문인력 양성을 목표로 실시하고 있는 국가정보화 또는 전자정부에 대한 초청연수에 참석한 개도국 전자정부 전문가 및 공무원을 대상으로 설문조사를 실시하였다. 또한 설문조사를 보완하기 위하여 구체적인 사례로써 말레이시아와 베트남의 전자정부를 분석하였다. 말레이시아는 성공사례로써, 베트남은 실패사례로써 분석대상이 되었다. 본 연구의 분석결과는 다음과 같다. 문헌분석을 통해 도출한 전자정부 결정요인이 개도국의 전자정부 영향에 미치는 영항을 살펴본 결과, 개도국의 성공적인 전자정부 구현을 위해서는 명확한 전자정부 비전과 목표와 적절한 수행전략 수립, 업무 프로세스의 변화, 고위급의 강력한 지원, 정보통신기술에 의한 혁신을 잘 받아들일 수 있는 조직 문화, 새로운 기술의 도입에 따른 법·규제의 변화 등의 결정요인이 필요함을 알 수 있었다. 재정자원의 경우 기존연구에서는 전자정부의 성공적 구현에 중요한 요소로 꼽고 있으나 본 연구의 통계분석에서는 개도국의 전자정부 성공에 영향을 주지 못하는 것으로 나타났다. 반면 말레이시아와 베트남의 경우 전자정부 구현을 위하여 재정자원을 확보하기 위해 노력하는 모습이 나타나, 재정자원이 중요함을 알려주고 있다. 그러나 베트남의 전자정부 프로젝트의 실패가 공무원이 재정자원을 오․남용한 결과임을 생각할 때 재정자원 자체보다는 재정자원의 효율적 관리가 더 중요한 문제라고 할 수 있다. 개도국 전자정부 성공에 재정자원이 미치는 영향에 대해서는 향후 더 연구되어야 할 것으로 보인다. 외부지원의 경우 기존 연구에서는 기술·재원·인력을 제공하여 전자정부 구현을 지원하는 반면, 정부가 추구하는 전자정부 목표와 상충되는 목적을 갖고 정부의 전자정부 구현을 통제하기도 하는 요인으로 보았다. 본 연구에서 외부지원이 개도국 전자정부 성과에 미치는 영향을 검증해 본 결과, 통계분석에서는 전자정부 구현성과에 부정적인 영향을 미치는 것으로 나타났다. 그러나 베트남 정부의 사례연구에서는 외부에서 전자정부를 위한 재원을 제공하는 긍정적인 역할을 한 것으로 나타났다. 말레이시아 정부의 사례연구에서는 정부가 강력한 리더십을 가지고 전자정부 구축을 추진할 경우에는 외부 압력이 전자정부 성과에 큰 영향을 주지 못하는 것으로 나타났다. 전자정부 성과에 영향을 미치는 환경요인으로는 국가경제규모, 정치적 안정성 및 인구수가 도출되었으며, 개도국 전자정부 성과에는 비교적 미치는 영향이 적은 것으로 나타났다. 즉, 통계분석에서 국가경제규모만 정자정부 성과에 긍정적인 영향을 영향을 미치는 것으로 조사되었다. 이는 국가경제규모가 클수록 큰 규모의 전자정부사업을 추진하는 경향이 있기 때문이다. 말레이시아의 사례에서 나타나듯 강력한 통제가 가능한 정부가 성공적인 전자정부를 구현할 수 있는 것으로 보이기 때문에 민주화가 덜 된 정부가 정도가 전자정부 성과에 긍정적인 영향을 주는 것으로 설명할 수 있다. 반면 베트남의 경우 독재적 성격의 정부가 부패를 일으켜 부정적인 영향을 주는 것으로 나타났다. 전자정부 결정요인이 개도국 전자정부 성과에 미치는 영향을 분석한 결과가 개도국의 전자정부 정책 대안 모색에 주는 시사점은 다음과 같다. 개도국이 전자정부를 성공적으로 구현하기 위해서는, 전자정부 비전 및 전략 수립, 고위급의 강력한 지원 여부, 전자정부에 의한 변화를 받아들일 수 있는 문화 및 가치 정착, 기술 및 인력 요소, 업무 프로세스의 변화와 새로운 법·규제의 제정 등이 우선적으로 고려되어야 한다. 또한 국제기구나 외국기업을 통한 재원·기술·인력의 지원 여부도 고려할 때 전자정부 구현이 성공적일 수 있는 것으로 나타났다. 따라서 개도국에서 전자정부를 구현할 때는 위의 모든 결정요소들을 확인하고 진행해야 할 것이다.
