The Impact of Women’s Leadership in Local Elected Bodies on Poverty Reduction in Vietnam

Abstract

Theories and practices on women and leadership are varied and studied by many scholars. Some people argue the importance in the proportion of male and female leaders, while others see the significance in women’s empowerment; the third ones concentrate on discussing the causes leading to the gender inequality in leadership…Contributing to the existing studies, this thesis aims at analysing the correlation between women’s representation in local elected bodies and poverty reduction in Vietnam. The cross-regional unit with secondary data is used to see how the poverty situation improves at localities with different ratio of women politicians. The analysis is framed in one five-year term of local elected bodies (from 1999 to 2004). Through statistical comparison, the findings show that in regions with very low ratio of women representation in local elected bodies (below 10% or even 0%), the poverty rate and indicators related to poverty situation is very high. However, the research also finds out that in the process of renovation (Doi Moi) in Vietnam, there are a number of factors influencing poverty situation, of which direct national policies on poverty reduction are the most important. At the same time, the issue of women’s empowerment (such as their leading positions, capabilities; and practical mechanisms on staff planning, training, evaluation and promotion) strongly influence the effectiveness of women’s participation in leadership. The research goes to the conclusion that increase in a number of women in local elected bodies is necessary. However, women’s empowerment is much crucial for the socio-economic development of Vietnam at the current time. Several interventions in increasing both quality and quality of women in leadership are provided as: keeping quota policy, creating more favourable conditions and opportunities for women accessing leadership. The research also proposes some suggestions for further studies in the future.;여성 및 지도에 대해 많은 연구들이 있으며 이에 관한 이론 및 실제 연구는 다양하게 이루어졌다. 여성지도자 및 남성지도자간의 균형비율 중요성을 분석하는 연구도 있고 여성의 능력 양성에 대한 연구도 있다. 또한 지도의 불공평 문제를 일으키는 원인에 집중적 연구하는 연구자도 있다. 선행연구와 더불어 이루게 될 본 연구는 베트남에서 빈곤을 감소하고 지방단체기관에 참여하는 여성의 비율을 분석하는 데에 목적이 있다. 각 지방에서 여성인 지도자의 비율에 따라 빈곤 감소 과정이 어떻게 이루어는지 5년(1999~ 2004년)간의 지방 자료를 통해 관찰하는 연구 방법을 취한다. 본 논문은 베트남에서 각 지방들의 국민 대표 기관에서 취하는 여성의 지도 및 참가와 가난을 줄이는 정책의 상호의존 관계에 깊게 연구하고자 한다. 자료를 분석하는 과정을 통해 10%에 불과하는 경우에 또는 여성 지도나 여성 참가의 비율이 낮은 지방에서 가난한 비율이 매우 높은 것으로 조사 결과가 나타났다. 그러나 동시에 이 분석을 통하여 Doi Moi정책을 (REFORM POLICY)와 같이 다향한 요소들이 베트남의 가난을 극복하는 과정에 많은 영향을 미치는데 그 중에서 중앙 정부로부터 국가적인 정책들이 가장 중요하다고 볼 수 있다. 또는 국민 대표기관들에서 여성권은 실제적이며 효과적인 권한을 취하고 있는가라는 문제도 여성 지도권 및 여성 참가권에 영향을 미치는 것이다. 그리고 간부 보임, 평가, 훈련에 관한 제도, 담당하는 직책, 능력 등과 같은 여성 지도권 향상은 여성들이 지도 및 관리 과정에 효과적 참가하는 데에 커다란 영향이 있다. 이 연구를 통해 국민 대표 기관에서 여성 참가권을 증정시키는 것은 중요하지만 더 중요한 문제는 현재 베트남 사화 발전 과정에 특히 중요한 결정에 취하는 과정에는 베트남 여성 지도권을 발전시키는 것이다. 본 연구에서는 quota 정책 실행, 여성들이 지도 과정에 적극적 참가할 수 있도록 기회 및 조건 마련 등과 같은 여성인 지도자의 양질 향상에 관한 정책을 제시한다. 그리고 앞으로의 연구 방향에 관한 제언도 제시한다.
