Female Headed Households and Poverty in Indonesia

Abstract

이 논문은 이 논문은 젠더 분석을 통해 인도네시아에서 여성가장 가족과 빈곤과의 관계를 토론한다. 인도네시아에서 여성가장 가족은 다양한 어려움으로 인해 빈곤에 취약하게 되는데 그 이유는 다음의 두 가지이다. (1) 여성가장 가족에 대한 부정적인 낙인 (2) 법률로 합법화된 젠더 역할 때문에 여성들이 경제적 역량강화를 이루지 못하고 여러 가지 짐을 떠 안게 됨. 이 논문의 목적은 인도네시아에서 여성가장 가족의 빈곤문제를 이해하는 것이다. 여성가장 가족이 빈곤의 덫에서 벗어나도록 돕기 위해서는 빈곤의 근본 문제를 밝히는 것이 중요하다. 또한 이를 통해 올바른 정책적 대안을 만들 수 있을 것이다. 여성가장 가족의 숫자가 지난 수년 동안 급격히 늘었음에도 불구하고 이에 대한 연구가 거의 없었다는 점에서 이 연구의 중요성을 찾을 수 있다. 왜 이들이 정부의 빈곤 프로그램을 뿐 아니라 지역사회에서 제외되었는가에 대한 이유는 여성가장 가족이 전통적인 가족의 형태가 아니라는 점으로 설명된다. 인도네시아에서 여성가장 가족에 대해 오랫동안 무관심했다는 사실을 지적하는 것인 이 논문의 주요 목적이다. 이 논문은 부정적인 사회적 낙인과 젠더 역할로 인해 인도네시아에의 여성가장 가족과 빈곤 사이에 상관관계가 있다는 점을 지적한다. 과부에 대한 부정적인 생각 때문에 과부들은 종종 숨어서 살며 과부로서의 자신의 위치에 대해 수취심을 느끼고 사회활동에 참여하지 못한다. 이 논문은 남녀간 역할 차이에 대한 인식, 즉 남자의 장소로서 공적인 영역과 여성의 장소로서 사적인 영역이라는 확연한 구별로 인해 여성이 낮은 교육을 받고 경제적 역량을 키우지 못하게 되며 그 결과 여성 가장을 빈곤하게 만든다는 점을 밝히고 있다.;This thesis, by utilizing gender analysis, aims to discuss the relations between female headed household and poverty in Indonesia. It argues that in Indonesia FHHs are vulnerable to poverty due to multiple difficulties that will be categorized in to two factors: 1) negative stigma upon FHH; 2) gender roles legitimized by law which lead to less economic capabilities and women multiple burdens. The purpose of this thesis is to understand the poverty problems of FHHs in Indonesia. Revealing the root problems of poor FHH is important in order to help them escape from the trap of poverty and identifying the root cause of poverty among FHHs will help to generate the correct intervention needed. This study is important as the number of FHH in Indonesia has increased significantly over time and as there has been little research conducted on this particular issue. The fact that FHH is not the ‘common’ type of household is the reason why many times this group remains unseen in the community including from various governments poverty programs. The long abandonment of female headed household in Indonesia need to be addressed and this is the main purpose of this paper. This thesis has found that there is a relation between FHH and poverty in Indonesia and identified two main causes: negative social stigma and gender roles. Due to the negative connotation of widowhood, widows often hide themselves and tend to be ashamed of their status as widows and unable to participate in public sphere. As for gender roles, the gender differences between men and women have determined different roles upon men and women. The biggest differences are the separation between public domain as places for men and private domain as places for women. As consequence, this research found that women tend to have low education level and less economic capabilities that put women as head of household in a vulnerable situation to poverty.
