dc.description.abstract탄자니아에서는 보건 서비스의 질을 높이기 위한 자금을 마련하기 위해 1990년 이후부터 공공의료시설 사용 의료비가 부과되기 시작하였다. 의료보험 제도가 발달되지 못한 상황하에서, 모든 사람들이 양질의 의료서비스를 받을 수 있는 방편으로 공공의료시설 사용료가 부과되었다. 그러나 말라리아와 에이즈로 인한 사망률과 입원 비율의 지속적인 증가는 빈곤층들로 하여금 응급상황의 경우에도 돈이 없어 의료 서비스를 받지 못하는 상황을 만들어 냈다. 이 논문은 기타 다른 요인 이외에 의료비 부과가 탄자니아 여성의 의료서비스 접근에 미치는 영향을 분석한다. 이 논문에서는 정부 보고서, 유엔 자료, 및 학술저서 등 2차 자료를 주로 사용하였다. 이 연구에서 저자는 기초 건강 관리에 대한 비용 부과가 탄자니아 국민들이 양질의 의료 처방과 건강관리를 받지 못하게 만드는 주요 장벽 중의 하나라는 점을 주장한다. 따라서 빈곤 감소와 천년개발목표(MDGs)를 달성하는데 필수 요소인 무료 건강 서비스를 제공하기 위한 더 많은 노력이 필요하다고 제안한다.;User fees were introduced in public health facilities in Tanzania since 1990’s in order to inject funds into health system to enhance the quality of services. Because of inadequate health insurance, a user fee was introduced to ensure that all people are able to access health care services. However, continuing high rates of hospitalization and mortality from malaria and AIDS as well among Tanzanians reflect the difficulties that poor people continue to face in finding sufficient cash in cases of medical emergency, which is resulting in delays in diagnosis and treatment (MOH, 2005:34). This paper therefore intend to analyze the impacts of user fees on women’s access to and utilization of health services, alongside with other constraints which prevent women’s access and utilization of health care services in Tanzania. The study used secondary data sources which includes books, government reports, UN publications & reports, and different academic journals as well. . This study revealed that charges for basic health care known as user fees are one of the major barriers to people in receiving quality treatment and accessing health care in Tanzania. Therefore the study recommended that more efforts should be made to provide health services that are free of charge which is a vital step towards reducing poverty and achieving the Millennium Development Goals (MDGs).-
