Supplementary Targets and Indicators to Strengthen Social Inclusion, Gender Equality and Health Promotion in the Millennium Development Goals in Africa

Abstract

The objective of the thesis is to suggest supplementary targets and indicators to strengthen social inclusion of women and gender equality and health equity in the Millennium Development Goals (MDGs) which were adopted in 2000 by the United Nations (UN) in the UN Millennium Summit to eradicate extreme hunger and absolute poverty. Considering a question as to whether the present targets and indicators of the MDGs have been fully captured in order to promote gender equality and health equity in Africa at this time when MDGs have designed to be completely accomplished by 2015, the majority of women in Africa are still at risk of being socially excluded from society and people in poverty have not been sufficiently given basic health care and services while the absolute number of people struggling from poverty and hunger has been reduced. Therefore, there is a need for developing supplementary targets and indicators which can be appropriately monitored in order to promote gender equality and health equity in Africa. Lastly, some practical policy options are suggested for the governments in African countries.;본 논문은 2000년 유엔 밀레니엄 정상회담에서 채택된 빈곤퇴치를 위한 새천년 개발 목표를 기반으로 아프리카 국가에서 사회적 배제의 위험성에 노출된 여성들과 공평하게 의료 혜택을 받지 못하고 있는 가난한 사람들을 포용할 수 있는 현재 아프리카의 새천년 개발목표 상황에 맞는 추가적인 세부목표와 모니터링 가능한 지표들을 제안하고 있다. 본 논문의 연구 방법은 우선 기존의 문헌보사 방법과 12주간의 에티오피아 현장 조사와 더불어 본인이 해외 인턴십을 체험한 유엔 아프리카 경제 위원회 경제학자들의 자료 및 현장 조사를 바탕으로 이루어졌다. 본 논문은 2000년 만들어진 유엔 아프리카 새천년 개발목표가 목표 완료시점을 6년 남겨두고 과연 각각의 세부 목표가 잘 이행되고 있는가를 보았을 때 광범위한 절대빈곤과 가난은 계속해서 줄어든 반면에 여전히 아프리카 여성들은 사회적으로 배제되어 있고 가난한 사람들은 공평한 의료 혜택을 받지 못하고 있으며 이들을 위한 세부 목표와 모니터링 가능한 지표가 현 새천년 개발목표에서 부재함을 다시 한번 주지시키고 있다. 현 시점에서는 절대빈곤과 가난의 절대적인 수치를 줄이는 것뿐만 아니라 사회적으로 배제된 그룹들의 삶의 질을 향상시키고 복지를 개선할 수 있는 추가적인 세부 목표와 이를 모니터링 할 수 있는 구체적인 지표가 필요함을 밝힌다. 마지막으로 본 논문은 아프리카 각국 정부가 여성과 성 평등 그리고 공평한 의료 혜택을 달성하기 위한 구체적인 정책 제언들을 제안한다.
