THE ROLE OF CULTURE IN CIVIL-MILITARY OPERATIONS

Abstract

Although many of the same activities are conducted by both U.S. and Republic of Korea (ROK) Provincial Reconstruction Teams in Iraq, there are differences in their objectives and operational effectiveness. This thesis seeks to demonstrate the variance in the role of culture for U.S. and ROK divisions in northern Iraq. With culture as the foundation for all activities, the ROK’s Zaytun Division has demonstrated an ability to “win the hearts and minds” of the local nationals, leading to operation efficiency and success. The U.S. lacks necessary components of successful cultural diplomacy. A tactical analysis of training curriculums and cultural exchanges reveals institutional, strategic, and operational culture differences. This thesis concludes that there is a significant difference in how culture is valued and utilized among the U.S. and ROK militaries. The disparity contributes a great deal to the effectiveness of civil-military operations and international relations in general. As the U.S. has already expanded its civil-military initiative and the ROK seeks to increase its peacekeeping operations, there will be greater evidence to prove this consequential role of culture in international operations.;이라크에 파견된 미국과 한국의 PRT (지방건재팀)은 두 나라로부터 같은 지도하에 활동을 펼쳐왔음에도 불구하고 활동의 목적과 작전적 효과에 차이점을 보였다. 이 논문에서는, 북 이라크에 파견된 미국과 한국의 PRT의 문화적 역할의 차이점을 나타내었다. 한국의 자이툰 부대는 이라크에서 펼쳐진 모든 활동의 바탕이 되는 문화와 함께 지역 국민의 “가슴과 마음을 사로잡는” 데에 가능성을 입증하였고, 작전의 효율성과 성공을 이끌었다. 반면, 미국은 문화 외교를 성공적으로 펼치는 데에 필요한 요소가 부족하였다는 것을 알 수 있었다. 본고는, 미국 군과 한국군의 훈련 교육과정과 문화교류의 전략적인 분석을 통하여, 기관적, 전략적, 작전적 문화의 차이를 밝혀내었고, 문화의 가치와 유용성에 대하여 두 나라가 상당히 다른 개념을 가지고 있다고 결론지었다. 이러한 차이는, 민간군사작전과 전반적인 국제관계에 있어서 상당한 효과를 가져올 것이다. 또한 미국이 이미 민간군인 선제활동을 확대해나가고 한국은 PKO (평화유지활동)을 증대함에 따라, 국제적 활동에서 문화의 역할의 중요성은 더 많은 증거들로 인해 입증될 것이다.
