Leadership Awareness to Increase Women's Political Representation in Iraq

Abstract

As the world are changing rapidly, the concept of women leadership appeared as a logical outcome of the political, economic, and social changes in the second half of the 20th century. Although the feminist movement came into sight in the 19th and early 20th century, still the concept of female leadership more symbolic than fundamental in most countries as in Iraq. The purpose of the study is to discuss women political participation level as an essential component of women leadership. Through out this study, women leadership is discussed from three ideologies. Accordingly, the countries categorized into Nordic, Liberal, Communist and Developing countries. As Nordic and Liberal countries struggled severely to consolidate the concept of women leadership in their societies, the Communist countries mobilize women to participate in development process as a subordinate not as a partner or competent. Eventually, the developing countries followed these models constant with their political systems. It is clear through out this study that women leadership awareness, women empowerment, and women political participation are the key elements for a successful women leadership. A review of the literature has shown that a successful women leadership required raising awareness about the vital role of women in decision making positions. Thus many steps should be taken to achieve that goal. The first step is starting with leading awareness campaign advocating the girl child rights as stated in Beijing Platform of Action in 1995. The second step would be increasing opportunities of education for girl child. It is essential to include the active NGO’s to lead the awareness campaigns targeting the whole society not only women. These NGO’s should coordinate with the government to arrange joint programs to create the adequate legal environment for the social and political changes. Hence, women leadership would be a pressing issue in the society to lead the legal reform for the laws to be appropriate for the new environment. As it shown through the study, the case in Iraq is an excellent paradigm to be studied in this regard. Since Iraq witnessed an enormous shifting from authoritarian to democratic system. This transform accompanied with the promoting of women participation in political spheres. As the Iraqi society is not actually prepared for these changed, women leadership became more symbolic rather than fundamental. Thus, women leadership awareness is an essential element to attain the highest performance of women leaders in the political arena.;세계가 급속히 변화함에 따라 정치적, 경제적, 사회적 변화의 필연적 결과로 20세기 후반 여성 리더십에 대한 개념이 출현하였다. 19세기와 20세기 초반에 페미니즘 운동이 나타났지만 이라크를 포함한 대부분의 나라에서는 여성의 리더십이 기본적인 개념이라기 보다는 여전히 상징적으로 나타나고 있다. 본 연구는 여성 리더십의 핵심 요소로서 여성의 정치 참여 수준에 대한 논의를 목적으로 한다. 세 가지 이데올로기적 관점에서 여성 리더십을 논하고 이에 따라, 북유럽, 자유주의, 공산주의 그리고 개발도상국으로 각 국가들을 분류한다. 북유럽과 자유주의 국가에서는 여성 리더십 쟁취를 위해 격심하게 투쟁한 반면 공산주의 국가에서는 여성을 파트너나 경쟁자라기 보다는 일종의 부속물로서 발전 과정에 참여시켜 왔다. 또한 개발도상국들은 그들의 정치적 시스템을 유지하며 이러한 모델들을 따랐다. 본 연구는 여성 리더십에 대한 인식, 권한 이양, 정치적 참여 등이 성공적인 여성 리더십을 위한 중요한 요소임이 명확히 보여준다. 문헌 연구를 통해서는 성공적인 여성 리더십을 위해 의사 결정자로서 여성 역할의 중요성에 대한 인식을 고양할 필요가 있음을 확인한다. 이러한 목표를 달성하기 위해서는 많은 단계들을 거쳐야 한다. 첫 번째 단계는 1995년 베이징 행동 강령에 언급된 바와 같이 여아의 권리 신장을 위한 의식 향상 운동으로부터 시작한다. 두 번째 단계는 여아에 대한 교육 기회 증대이다. 여기에는 여성뿐 아니라 전체 사회를 대상으로 의식을 고양시키기 위해 NGO들을 포함시켜야 한다. NGO들은 사회적, 정치적 변화를 위한 적절한 법적 환경을 조성하고 이를 위한 연대 프로그램을 마련하기 위해 정부와 협력해야 한다. 여기에서 여성 리더십은 새로운 환경에 적합한 법률 개혁을 주도하기 위한 중요한 이슈가 될 것이다. 이라크 사례는 이러한 관점에서 상당한 패러다임의 변화를 보여준다. 권위주의적 체계에서 민주적 체계로 놀라운 진전을 이루었기 때문이다. 이 변화는 정치적 영역에서 여성의 참여 확대를 수반하였지만 실제적으로 이라크 사회는 이러한 변화를 받아들일 준비가 되어 있지 않았기 때문에, 여성 리더십은 더욱더 상징적인 모습을 띠게 되었다. 그러므로 여성의 리더십 인식은 정치 무대에서 활약하는 여성 리더들이 높은 업적을 달성하기 위한 필연적인 요소일 것이다.
