퍼스트 레이디의 역할정립에 관한 연구

Abstract

대통령제를 취하는 국가의 경우 퍼스트레이디가 대통령제를 보완하는 역할을 하고 있다는 연구결과가 있을 만큼 우리나라와 미국의 경우 퍼스트레이디의 역할은 눈에 보이거나 보이지 않더라도 중요하게 인식되어왔다. 그러한 인식을 바탕으로 미국은 퍼스트레이디의 활동을 지원하도록 하는 법률이 마련되어 있고, 활발한 활동을 전개했던 엘리노어 루즈벨트 여사와 힐러리 클린턴 여사의 경우 미국 시에나 대학 조사연구소가 평가하는 성공한 퍼스트레이디에서 상위권에 랭크되어있다. 이것은 퍼스트레이디의 긍정적인 활동이 사회 변화에 큰 영향을 미치고 있다는 것이고 국민들 또한 반기고 있음을 나타내는 것이다. 하지만, 우리나라는 현 퍼스트레이디인 김윤옥 여사를 제외하고 9명의 퍼스트레이디들이 있었지만 우리 국민들의 평가는 미국의 경우와 다르게 나타나고 있다. 한국행정학회에 발표된 자료에 따르면 육영수 여사에 대한 평가만이 긍정적으로 나타나고 있어 퍼스트레이디의 역할에 대한 관점은 30년 전과 별반 차이가 없다는 것 또한 문제이다. 반면에 민주화 이후 대통령의 권력은 강화되고 있는데도 그만큼 퍼스트레이디의 역할이 강화되고 있는 미국의 사례와 달리 오히려 역할과 활동이 축소되고 있다는 점도 눈 여겨 볼 부분이다. 퍼스트레이디의 바람직한 역할정립에 대한 고민은 단순히 한 여성에서 일할거리를 마련해 주는 것이 아니다. 퍼스트레이디는 선출되거나 임명되어지는 직위는 아니지만, 그 역할은 분명히 존재한다. 또한, 퍼스트레이디는 대통령과 직접 만나서 정치적 결정과정에 관여할 수 있는 국정 파트너이다. 그 역할이 단순히 대통령의 공식행사에 동행하거나 일부 행사에 참석하는 정도에 그친다면 국가인력의 낭비일 뿐만 아니라 국가시스템을 이용해 국가와 사회를 위해 일할 수 있는 귀중한 인력을 낭비하는 결과를 초래한다는 관점에서 바라볼 필요가 있다. 선진국의 사례처럼 퍼스트레이디가 ‘대통령의 국정운영에 도움’을 줄 수 있고, ‘인도적 지원’과 ‘대의를 위해 일’할 수 있도록 해준다면 그 수혜는 국민들이 받을 수 있다. 본 연구는 퍼스트레이디의 역할정립을 통해 바람직한 퍼스트레이디의 역할정립을 고민하고 미국과 기타 외국의 사례를 통해 그 방향을 찾아보는데 의미가 있다.;The first lady in a country is not elected or appointed, but she is automatically named if her husband is elected as the president. But no one would deny the importance of the role of the first lady she is a political partner of the president and the first adviser for him who listens to the voices of the people and passes them to the president. In the case of Park Geun-hye, she played a role as the first lady in the absence of her mother, which shows that the first lady is not just a position but an important function. It can not be denied that the first ladies of Korea,from Francesca, the wife of president Lee Seungman to Kim Yoonok, the wife of the current president Lee Myungbak, exerted significant political influences. It is necessary to define the functions and duties of the first lady. In this study, political systems of France, the US and Japanrelated to the first ladies, and activities and appraisalof the first ladies are investigated to define the functions and duties of the first lady, and records of the National Assemble and records of presidential library are examined to understand duties and activities and appraisal of the first ladies of Korea.
