South Korea’s Public Diplomacy as the Means of Soft Power

Abstract

본 논문은, 현 국제관계에서 한국이 소프트 파워를 키워나가기 위해 펼치는 Public Diplomacy 현황에 관하여 조사하였다. 나라의 이익을 추구하기 위하여 상대국가의 국민들에게 외교를 펼치는 것을 뜻하는Public Diplomacy는, 내전이 끝난 이후 세계화의 확산과 함께 국제정치에서 가장 중요한 사상으로 자리잡는다. 그러나 그 후 잠정적으로 Public Diplomacy의 중요성은 점점 언급되지 않다가, 미국의 911사태 이후, 미국이 Public Diplomacy의 중요성을 선동하면서 다시 국제정치의 중요한 요소로 자리잡는다. 현재 선진국들은 자신의 소프트 파워를 증가를 위해 영향력 있는Public Diplomacy를 펼치기 위한 발전과 노력을 하는 반면, 한국은 오히려 홍보부처를 없앰으로써 퇴보하고 있다. 본 논문을 위해 한국의 Public Diplomacy 현황을 조사하면서, 한국은 아직 Public diplomacy에 대한 개념과 중요성을 인식하지 못하고 있고, 국익을 추구할 수 있는 전략적인 Public Diplomacy가 형성되어 있지 못하다는 것을 알 수 있었다. 현 국제관계에서 한국의 경제적 성장과, 안보를 위해서는 한국정부도 시급히 한국의 소프트 파워를 Public Diplomacy를 통해 키워나가야 할 필요가 있다. 또한, 영향력 있는 Public Diplomacy를 펼치기 위하여 한국 정부는 체계적, 구체적, 그리고 장기적인 목표의식을 가지고 국익에 맞는 Public Diplomacy를 펼쳐나가야만 한다.;This thesis examines the current state of Korean public diplomacy as the means of soft power. Public diplomacy; an international concerted effort to manage the promotion of national interest through engagement with a foreign public became the most important phenomenon in international politics with the expansion of globalization after the Cold War. Recognition in the development of public diplomacy declined since; however, it was revived after the 911 attack with the US emphasis on public diplomacy. Many leading countries started to put efforts into development of public diplomacy strategies to increase effectiveness of their public diplomacy as the means of soft power. Korea, on the other hand, retrocedes in progression of their public diplomacy by abolishing the Government Information Agency, i.e. the agency with objective of promoting Korean policy. Through assessment of current state of Korean Public Diplomacy it was found that Korea lacks in awareness of the importance of public diplomacy; lacks in concentrated efforts in public diplomacy; and lacks in strategic approaches in public diplomacy. It is necessary for the Korean government to enhance soft power for their security and economic development. In order to strengthen Korean soft power, the Korean government should practice public diplomacy with advocacy, long-term and specific goal, and strategies tailored to meet their national interests.
