dc.description.abstract현재 원자력발전소 내의 임시 저장고에 보관되어 있는 사용후핵연료는 약 9000톤에 이르고 있으며 2016년이 되면 포화 상태에 이를 것으로 예상되어 사용후핵연료 관리 정책 마련이 시급하다. 그러나 20여 년 동안 방사성폐기물 처분장 후보 지역의 주민들과 환경단체들의 격렬한 반대로 정부 정책이 시행되지 못하였다. 이는 사용후핵연료 관리 문제가 더 이상 과학적인 접근 방법만으로는 해결될 수 없고 사회적 수용성이 고려되어야 하는 사회적 문제가 되었다는 것을 의미한다. 한국과 비슷한 어려움을 겪은 캐나다와 영국의 경우 의사 결정 과정에 ‘일반 대중 및 이해관계자의 숙의적 참여’라는 새로운 접근 방식으로 문제를 해결하고자 하였다. 이 방법은 단순히 의사 결정 과정에 참여하는 것이 아니라 방사성폐기물 관리 등에 관한 전문가들과의 토론 및 지식 획득 등과 같은 학습을 통해 일반 대중이 의사결정에 참여하는 것으로 사회적 수용성을 높여준다는 평가를 받고 있다. 따라서 한국의 경우에도 사회적 수용성 결여 문제를 해결하기 위한 하나의 대안으로 일반 대중 및 이해관계자의 숙의적 참여라는 새로운 방법을 통해 사용후핵연료 관리 문제를 해결하려는 노력이 필요하다.;Spent Nuclear Fuel (SNF) has become a huge problem in Korea. Since 1978 when Nuclear Energy reactor initially began operation in Korea, SNF has been temporarily stored at several nuclear reactor sites (20 sites are in operation now). The cumulative amount of SNF reaches around 8,670 tons based on the estimation of 2006 year, but the capacity of the interim storage facilities is limited to 10,427 tons. Therefore, the total amount of the accumulated SNF will be full over the interim storage by 2016. Knowing this, the Korean government has been making efforts to resolve this issue since 1986. In the past, the government, relying on groups of nuclear experts, investigated some geologically proper sites for SNF disposal. After choosing one place as the final disposal place, Ministry of Science and Technology (MOST), the representative agency of the government on the nuclear energy issue, announced the decision to the public, especially the local people living in that region. The local people were outraged at the government decision. Thus, so far, the SNF site selection process has not yet been concluded. Some of the countries which have used nuclear energy also have been struggling with the radioactive waste problem. Canada and Britain have experienced the same situation over several decades. After long research on the possible reasons of the failure to try to implement the decided policy, those two countries concluded that the reason that they have failed so far to implement a radioactive waste policy is that they have excluded the public in the decision-making process. Consequently, the assessment groups such as Seaborn Panel in Canada and Nirex in Britain recommended to those countries that they should adopt a program which includes the public in the decision-making process to achieve social acceptance of the proposed SNF solution. This process is called the Public and Stakeholder Engagement (PSE), so named by the British. Considering that Korea has been experiencing the same situation for a long time, a PSE approach offers a new approach for Korea which encourages the engaged groups of people to break through repeated failure to find a disposal facility.-
