Revitalizing Small and Medium-sized Export Enterprises By Means of Officially Supported Export Credit System

Abstract

무역의 이익은 잠재적 무역의 이득이다. 무역에 존재하는 다양한 위험들은 무역이득의 실현을 어렵게 만들고 무역의 규모를 축소시키기 때문에 무역거래가 성립되기 위해서는 이러한 위험들을 제거하거나 담보할 수 있는 제도가 갖추어져야 한다. 특히 WTO 체제 출범 이후 개방화되는 세계 경제 속에 탄력성 있고 순발력 있게 대응할 수 있는 중소기업과 벤처기업의 더욱 중요해지는 역할을 고려할 때 중소기업과 벤처기업의 활성화를 위한 다양한 지원책이 마련되어야 하는바 이 중 핵심이 되는 것은 수출에 따른 위험의 감소와 자금마련으로 요약할 수 있는 금융지원이라 할 수 있다. 우선 수출에 따른 위험을 감소시키기 위해서는 단기수출보험 대상의 외연적 확대를 통해 기존 제조업 뿐만 아니라 서비스를 제공하는 벤처기업 역시 수출보험 가입을 가능하게 할 필요가 있으며 중장기 보험의 경우 수출보험공사와 더불어 상업금융기관의 참여를 유도함으로써 보험의 확대실시를 행할 필요가 있다. 또한 중소기업과 벤처기업의 활용률이 낮은 환변동보험을 향후 추진한 금융지원과 연계하는 방안을 통해 사실상의 원천가입을 통해 원화강세 현상을 극복하는 한편 환변동으로 인한 위험을 줄일 수 있을 것이다. 금융지원의 경우 초점을 크게 수평적인 개념의 수혜 가능성 확대와 수직적인 개념의 지원 범위의 증대로 나누어 생각할 수 있을 것이다. 대부분의 중소기업의 경우 금융지원의 수혜 자체가 절실하다는 사실을 감안할 때 기술력은 있으나 신용도와 담보력이 취약한 중소기업의 소규모 수출거래를 효율적으로 지원하기 위한 무담보 소액대출을 확대 실시하는 한편 벤처기업의 경우 특허권, 실용신안권 등 각종 지적재산권을 담보로 하는 지재권 저당 채권을 유동화하여 저작권저당증권을 발행하고 이를 통해 투자자금을 모으는 지재권 저당화 제도를 도입할 수 있을 것이다. 또한 금융지원 증대책의 핵심은 기존 공적수출 금융에 더불어 최대한 상업금융의 참여를 유도하는 것이다. 이를 위한 세부 계획으로는 공적수출 금융이 중소기업과 벤처기업의 물품 및 서비스의 제작단계를 모니터링하면서 그 완성단계에 따라 차별적이고 점진적으로 금융지원을 함으로써 물품 및 서비스의 제작에 인센티브를 주고 완성을 장려하는 완성보증보험제도, 상업금융의 금융지원에 공적수출 금융의 추가보증 및 지원을 통해 지원범위를 통해 지원의 규모를 넓히는 신운전자금제도, 위험은 분산하고 지원규모는 넓히는 유관기관과의 공동지원제도를 생각할 수 있을 것이다.;Gains from trade are, in reality, potential gains. There are many threats which may interfere with the benefits of trade or decrease the volume of trade. As a result, a system that can eliminate such risks should be established in order to promote trade. Particularly, a system which assists small and medium-sized enterprises along with venture enterprises should be built up in this globalized world because smaller enterprises can more effectively and momentarily react on the changes and therefore their role becomes more and more important in the Korean economy. Among such assistances, officially supported export credit system including export insurance and export finance is a matter of great account. Export insurance and exchange rate insurance are good measures to reduce risks in trade. In regard to short term export insurance, it is recommended to extend its subject of entry so that venture enterprises which provide services can benefit from such insurances. In addition, it is suggested to diversify the operation of long term export insurance so that commercial financial institutions can take part in the sector. Finally, financial agencies may link exchange rate insurance with financial support so as to encourage exchange rate insurance as well as reduce risks resulting from exchange rate fluctuations. In terms of strengthened financial support, it can be categorized into horizontal expansion of beneficiaries and vertical step-up in assistance. As for horizontal expansion of beneficiaries, the extension of unsecured loan is the key feature. Since the majority of small and medium-sized enterprises are in need of financial subsidization itself, the expansion of beneficiaries is of great importance. In order to effectively support such small and medium-sized enterprises, the expanded operation of unsecured loan should be guaranteed. Also, intellectual property rights backed mortgage can be a solution for venture enterprises, which generally have patent right, patent on a new device, and other intellectual property rights to provide additional funds. In terms of vertical step-up in assistance, this thesis suggests completion guarantee insurance, which provides financial support in accordance with the production stage, new operation system, which focuses on the partnership between the commercial financial institution and the governmental institution, and collective support campaign, which enhances the cooperation of the agencies concerned in order to reduce risks.
