부천국제만화축제의 진단과 발전방향에 관한 연구

Abstract

During recent years, Manhwa fixing the negative etiquette for a while has been revaluated culturally or socially as well as the public has been turing in the favor owing the success of other cultural genre such as movies and dramas which sources are based on the comic books. The backgrounds of this switch would be the plentiful endeavors of those who pursued the extension of comic culture. This articles focuses on the role of providing the information on the Bucheon International Comics Festival briefly as Bucheon International Comics Festival, which does seldom have studies or any tips. Besides entering its 10th year, I would recognize the necessities and try to indicate the problems and discover the possibilities in the time of analyzing the operating system and setting up the development direction. This study is mainly composed of the researcher's analysis based on the objective data and its annual estimations. and I would deduce the current problems from the operational situation and program after examining the original characteristics of the festival through the backgrounds, business areas and directions of the Bucheon Cartoon Information Center. And I would present the detailed alternatives each article and the entire development directions of the festival at conclusion. In more concrete speaking, the first step is finding out the characteristics of the festival history in the current operational situation and then diagnose the strength and weakness about the organization, budget and visitor facts of this festival. Briefly speaking, there was much inefficiency because the secretariat doesn't exist for the festival and the budget which is composed of governmental contribution and sponsorship expenses has been increasing. And for the 10th festival visited 110 thousand people of which the majority were local citizens accompanying their children through the questionnaire results. It would have a conclusion that Bucheon International Comics Festival has strong propensities as local festival. There are 3 categories of the festival program ; planned exhibitions, events and international comic book fair. I analyzed implications of each program after examining which programs had been held in the whole history. In the planned exhibition which had problems with the only quantity-focused inclination, I tried to discover the desirable direction through the success cases. and in the event I have deducted the effects of positiveness and negativeness and the causes by dividing them on a basis of how much rate each event would participate. At last in the case of the international comic books starting the 5th edition, I have tried to seek resolutions by researching how its program has been changed by now. Each alternative is keeping in re-order to prevent the confusion of its operating system, reorganizing the TEAM system for high work efficiency and resolving the adhesion to the 'number' without considering the quality, malady of the planned exhibition by improving the qualities through the concentration of budget and space, hiring different-experienced curators, fortifying the exterior linked programs, designing the master plan with In the event, through he proper pre-arrangement of human resources and tuning with the sponsors and I tried to seek the concrete and actual plans for some programs. It is judged that it should reduce indiscreet event and activate the international comic book fair to strengthen the representative comics festival n Korea than just a domestic festival with regard to the whole map of Bucheon International Comics Festival. And finally I have deducted the actual development directions by applying the alternatives to the current position and volume of Bucheon International Comics Festival, which not only aims at the mission and programs of the national volume but also extend the managerial components such as the budget and organization for the whole balance of Bucheon International Comics Festival.;늘 부정적인 꼬리표를 달고 다니던 ‘만화’는 최근 몇 년 사이, 출판만화를 원작으로 하는 영화, 드라마 등 타 문화 장르에서의 성공에 힘입어 문화적, 사회적으로 재평가받고 있으며 대중적 인식 또한 호전되고 있다. 이러한 인식 전환의 배경에는 만화문화의 확산에 기여해 온 만화계의 숱한 노력들이 있었으며, 본 연구의 주제인 부천국제만화축제 역시 그러한 노력 중 하나라고 볼 수 있다. 본고는 10회나 개최되어 오면서도 관련한 연구나 정보를 찾기 힘든 부천국제만화축제에 대한 정보제공의 역할을 하기 위해 작성되었다. 또한 개최 10년을 맞아 그간의 축제 운영을 분석하고 향후의 발전방향을 세워야 하는 시점에서, 그 필요성을 인식하여 축제의 문제점들을 지적하고 발전가능성을 발견해 보고자 했다. 연구는 객관적 데이터들과 매년 축제 평가를 토대로 한 연구자의 분석이 주요 내용이며, 축제의 주최측인 (재)부천만화정보센터의 설립배경과 사업의 영역, 방향을 통해 태생적인 축제의 기본성향을 살펴본 후, 축제의 운영 현황과 프로그램 현황 속에서 현재의 문제점들을 도출해냈다. 그리고 각각에 해당되는 세부대안을 제시한 뒤, 이를 전제로 한 축제 전체의 발전 방향을 연구의 마지막에서 제시하였다. 좀 더 구체적으로 연구의 내용을 살펴보면, 먼저 운영 현황에서는 축제 연혁으로 역대 축제들의 특징을 찾아보고 이어서 축제의 조직과 예산, 관객 현황에 대한 강약점을 진단해 보았다. 내용을 요약하자면 부천국제만화축제는 주최측의 사업영역 중 하나로 축제사무국이 따로 존재하지 않기 때문에 비효율적인 면이 많았으며, 예산은 지자체의 출연금과 협찬금으로 구성이 되는데 현재 증가 추세에 있음을 알 수 있었다. 그리고 관객 현황에서는 10회 축제 기준, 11만의 관객이 찾고 있으며 관객 설문 결과, 관객 유형으로는 아이가 있는 가족 단위의 지역민들이 다수를 차지하고 있어 지역축제로의 성향이 강함을 추론해낼 수 있었다. 프로그램 현황에 있어서는 축제 프로그램을 크게 세 축- 기획전시, 이벤트, 국제만화페어로 나누고, 역대 축제에는 어떠한 세부 프로그램들이 개최되어 왔는지를 살펴본 후 각각에 대한 시사점별로 분석을 해 보았다. 양적인 부분에 치중하는 성향이 가장 문제로 지적되는 기획전시는 콘텐츠의 우수성과 시도의 다양성 측면에서 성공사례 분석을 통해 바람직한 방향을 발견하려 하였으며, 이벤트는 만화라는 주제와 관여도가 높고 낮음으로 분류하여 해당 이벤트들이 축제에 끼칠 수 있는 긍정적, 부정적 영향들과 그 원인을 도출해 보았다. 마지막으로 5회 축제부터 본격적으로 시작된 국제만화페어의 경우는 처음부터 현재까지 축제별로 어떻게 프로그램이 성격이 변화해 왔는지, 그 흐름 속에서 해답을 찾고자 하였다. 각각의 대안으로는 주최측 미션을 재정비하여 축제 운영에서의 혼선을 막고, 팀체제로 조직을 개편하여 업무의 효율성을 도모하는 것, 그리고 프로그램별로는 기획전시에서는 예산과 공간의 집중화를 통한 질적 개선과 다양한 큐레이터의 섭외, 연계 프로그램의 강화, 축제 전체의 방향을 제시하는 프로그래밍 등을 통해 기획전시 프로그램의 고질적인 문제인 질적부분을 무시한 전시개수에의 집착을 해결해 나가려고 했다. 이벤트에서는 사전에 인력의 적절한 배치와 협찬사와의 조율을 통해 내용을 기획하고 기존 이벤트 프로그램들을 선별하여 그 성향에 맞는 보완을 계속해 나가야 하며, 국제만화페어에서는 페어를 구성하는 몇가지 세부 프로그램별로 구체적이고 실질적인 방안들을 찾아보았다. 프로그램 전체로 봤을때는 축제 내 프로그램 비율 조정에 있어, 지역축제보다는 국내 대표만화축제로서의 성격을 강화시키기 위해 무분별한 이벤트를 축소시키고 국제만화페어를 활성화시켜야 된다고 판단된다. 그리고 마지막으로, 현재의 부천국제만화축제의 위상과 규모 포지셔닝에 위의 대안들을 적용하여 현실적인 발전방향을 도출하였는데, 국가적 규모의 미션과 프로그램 내용을 지향하되 예산과 조직 등의 운영제반 역시 지속적으로 확장시켜 축제 전반의 균형을 맞춰나가야 할 것이다.
