우리나라 大學圖書館의 資料收集政策에 關한 硏究

Abstract

The library in university community is a major source of knowledge and information. It plays a pivotal role to help users conduct study and research activities. The library is a service organization or a education institute which help the users get professional know-how and information what they seek whenever they want, and broad acquaintance condusive to build up their character. In this respects, the importance of the college and university library cannot be emphasize too much. The library should be operated effectively. Toward the end, among other things, the library service is of great necessity and significance. For efficient library service for the useres, the improvement of library facilities and accomodations is very important. But what is more important is to provide the users with sufficient library materials. The library should be equiped rationally and scientifically with good books and other materials which are resources nurishing all kind of knowledge and information. In library service, top priority should be placed on building the library collection of quality rather than those of quantity. Library materials appropriate to college and university education should be selected and collected based on an acquisition policy and book selection principle. In addition, the library collection should be carried out under a thorough plan systemmatically and consistently. With major emphasis placed on the above―mentioned guidelines, the main subject deals with acquisition activities based on questionaires answered from 70 college and university libraries out of the total 98 local colleges and universities the questionaires were asked. According to a result of the questionaires, most of the libraries attached importance on collection of book materials and neglected on special materials. Accordingly, the main issue center on handling the book materials. Ⅰ. The first part stressed the importance of college and university libraries in helping the users attain fruitful highly―advanced education and the necessity of materials so as to operate the libraries effectively and efficiently. All kinds of library material were classified according to their characteristics. Ⅱ. The acquisition of library materials by the college and university libraries depends on purpose, character and other restricted situations of the colleges and universities. Therefore, the necessity of establishing accurate acqusition policy designed to provide effective materials. Ⅲ. Howecer, the library collection depends upon the acquisition budget. In this respect, the issue surrounding the financial backup for collection was :comprehensively dealt with. Ⅳ. To select sufficiant materials of quality as well as quantity for effective collections with the limitted financial scale, following points were discussed； 1)The importance of a selection comm；ttee which will take charge of selection of materials, and the conditions for formation of the committee and operation of it, 2) Selection process, principle and manpower to select library materials according to catagories, contents so on, 3) Possession of selection tools for collection of bibliographical information about the latest materials. V. Also dealt with the main subject includ acquisition of library materials concerning on process of procurement, purchase of textbooks, duplication provision, exchanges and special collection. In conclusion, the subject handled the acquisition of library materials for college and university education, analysing the acquisition policy of the 70 libraries.;大學社會에 있어서, 도서관이 가장 重要한 知的 資源으로서 學問 硏究의 中樞的 役割을 하기 위해서는 보다 效率的인 도서관봉사가 必要하다. 도서관봉사의 核心은 施設活用보다 所藏資料의 利用이며 모든 大學의 構成員들에게 效率的인 도서관봉사를 위해서는 學問硏究의 惰報源이 되는 도서관자요의 合理的이고 科學的인 構成이 隨伴되어야 할 것이다. 도서관장서의 質은 도서관의 利用率을 높이는데 가장 重要한 要件이 되므로, 圖書館當局은 刑用者가 圖書館에 接近할 수 있도록 究分한 量의 適切한 資料를 具備해야 한다. 그러므로 대학도서관장서는 質的 關心에 의해서 構成되어야 하며 대학도서관은 大學의 敎育과 硏究目的을 達成하도록 돕는 奉仕機關이며 하나의 敎育機關이라는 点을 有意하여 利用者의 學問的 探究心을 充足시킬 뿐만 아니라 그들의 人格陶治에도 必要한 資料를 收集하여 奉仕해야 한다. 이와 같은 大學敎育의 目的에 適合한 資料의 撰擇 및 收集을 위해서는 收集管理體制의 確立과 妥當한 收書原則이 있어야 하겠고 도서관자요의 충실도는 收書活動에 따라 左右된다는 点을 有意하여 藏書의 發展計劃에까지 緻密하게 考慮하여 組織約이고 一貫性있게 資料를 收集해야 할 것이다. 이런 点을 重視하여 本論에서는 우리나라 98個의 4年制 大學(校)圖書館을 對象으로 質問紙를 보낸 것 가운데 回收된 70個 대학도서관의 收書業務에 關한 現況을 基礎로 하였으나 回收된 資料의 統計分析 結果 대부분의 대학도서관에서 도서자요수집에만 置重하고 있고 特殊資料에 대해서는 거의 收集이 等閑視되고 있는 實情이어서 자연히 本 硏究의 範圍도 도서자요에 重点을 두고, 다음과 같은 問題에 關하여 다루었다. Ⅰ. 大學敎育의 成就를 위한 대학도서관의 重要性 및 機能發揮를 위하여 가장 必要로 하는 資料의 童要性과, 觀点에 따른 資料의 類別 Ⅱ. 合理的인 도서관자요의 收集을 위하여, 대학도서관의 目的이나 性格 및 制限된 여러 가지 寫件 등이 充分히 考慮된 收書政策確立의 必要性 Ⅲ. 資料收集 및 藏書構成을 左右하는 圖書館資料購入豫算의 範團 및 그 獨立寫否, 資料別 購入費 策定方法등 全般的인 資料購入豫算間題 Ⅳ. 資料의 質과 量에 있어서의 適切한 撰擇을 위하여 ①撰擇業務를 遂行하기 위한 機構로서의 資料撰定委員會의 重要性과 構成事項 및 運當, ②選擇方法으로서의 選擇基準, 撰擇擔當者, 資料別 選擇方法 및 그 節次, ③最新의 資料에 관한 書誌惰報蒐集의 必要性 및 大學圖書館에서 具備해야 할 撰擇用 參考資料(Tool)의 種類등 撰擇業務에 隨伴되는 諸要素 Ⅴ. 全國 대학도서관의 資料收集現況을 中心으로 收集方法의 間題, 資料別 購入의 制限寫否, 主題別 購入狀況, 交換問題, 待殊集書 등에 관한 것. 以上과 같이 여러 部門에 關한 名 대학도서관의 資料收集政策을 比較 分析하면서, 大學敎育의 目的達成을 뒷받침할 수 는 資料收集의 方法을 다루었다.
