Abstract
This paper is on Manpower Cutback Planning Model especially by Markov-Chain, helping the rational and efficient Manpower management by foreseeing Manpower in advance, calculating and comparing its related cost. And the computer simulation model is listed with practical software. There are two kinds of method to study Manpower Cutback Planning; One is natural attrition, the other is a over percentage cuts across the board. Natural attrition is the method through the newly hiring-freeze and over-percentage-cuts-across-the-board means to lay-off by the finite percentage. This paper shows particularly five mathematic method about Manpower Cutback planning in order to calculate the cost for two attrition method, and explains a practical list of software after making a model of Manpower Cutback Planning. In the result, this paper on the experimental Manpower Cutback Planning model and the development of software are considered to make it useful in utilizing them and provide policy decision - maker and analyst with available informations.;本 硏究는,組織의 人力減縮計劃에 關한 것이다. 특히 마아코프 체인에 依한 人力減縮 모델로써, 事前에 人力을 豫測하고 그에 따른 費用을( cost ) 計算, 比較함으로써 合理的이고 效率的인 人力管理를 하는데 도움을 줄 수 있는 소프트웨어를 作成해 볼 것이다. 人力減縮計劃에 使用된 方法에는 自然減縮( natural attrition )과 一定 比率 減縮( over percentage cuts across the board )의 두가지 戰略이 使用되었다. 自然減縮이란 新規採用의 凍結( hiring freeze )을 通한 減縮 方法이며, 一定 比率의 減縮이란 總人員을 一定 比率로 減員하는 것을 意味한다. 本 硏究에서는, 특히 두 減縮 戰略에 對한 費用을 比較하기 위하여 5가지의 數學的 代案을 提示하여 人力減縮計劃에 關한 모델을 具體的인 소프트웨어( software )로 만들어 본 後 結果를 解釋한 것이다. 그 結果, 本 硏究의 人力減縮計劃 모델 및 소프트웨어 開發은, 使用者가 使用하기에 便利할 뿐 아니라, 政策決定者와 分析者에게 有用한 情報를 提供해 줌이 判斷되었다.
