XML 보안 기반의 부동산 계약서 전자서명 생성 시스템 설계

Abstract

전자거래에 있어서 데이터 무결성(integrity) 및 부인방지(non-repudiation)와 같은 보안 서비스는 안전한 전자거래를 가능하게 하는 필수요소이다. 특히 부동산 거래의 경우 거래 형태가 거래 물건의 법적 소유귄에 대한 거래이기 때문에 구비 서류의 준비과정과 거래 절차는 기존 거래에 비하여 몇 십 배 복잡함에도 불구하고 거래의 안전성, 거래 행위자의 신분확인 등의 문제로 인하여 전자화가 어려운 것이 현실이다. 이러한 불편을 줄이기 위해 현재 정부는 전자정부를 이용하여 부동산 관련 행정 서류를 열람하거나 신청할 수 있도록 하여 민원행정서비스를 제공하고 있으며 부동산 거래와 관련된 정보제공을 하는 인터넷 사이트는 상당히 많이 있지만 부동산 전자 상거래를 가능하게 하는 계약 시스템은 전무한 실정이다. 따라서 본 논문에서는 안전한 부동산 전자상거래를 가능하게 하는 부동산 계약서 전자서명 생성 및 검증 시스템을 개발하였다. 본 논문에서는 기존 부동산 거래의 절차를 분석하고 분석된 내용을 바탕으로 하여 부동산 전자상거래 모델을 제시하며. 거래의 부인방지와 거래 내용의 무결성 유지가 가능한 계약서 전자서명 생성 및 검증 시스템을 간단하게 구현해 본다. 또한 본 논문의 활성화 방안 제시를 위해서 전자정부의 부동산 서비스 분야의 현재 진행방향과 향 후 부동산 전자상거래 시스템과의 연계방안에 대해서도 연구한다. 본 논문에 사용된 보안 서비스를 위한 기술적 배경은 XML(eXtensible Markup Language) 서명 기술로 XML 서명은 기존에 존재하는 전자서명 알고리즘에 XML을 적용한 전자서명 기법으로 기존 서명과는 다르게 부분 데이터에 대한 서명이 가능하기 때문에 효율적이며 현재 널리 이용되고 있는 XML 기반 전자 상거래 시스템에 적용이 쉽다는 장점이 있다. 향후 부동산 전자상거래 시스템이 활성화될 경우 거래행위자들의 시간적, 공간적 편리성 제공은 물론 부동산의 실거래 가격 정보의 공개로 인한 과세의 형평성이 보장되고, 부동산 거래에 관련된 행정절차를 간소화함으로써 세무, 등기, 행정업무에 소요되는 시간과 비용 등의 절감효과를 가져올 수 있다는 장점이 있다.;Talking about reliability of E-commerce, the security services such as data integrity and non-repudiation are the most crucial elements. Especially, in the case of the transaction of real estate, the transaction is dealing with the legal proprietary right, the preparation procedure of required documents and transaction process are very difficult to computerize due to its transaction of security and the identification of trader in spite of its complicacy compared to the ordinary transaction. To diminish this inconveniency, government provides civil administrative services by letting people to 'read or to register the real estate related civil administrative documents using the E-government system. And there are many Internet sites that provide information regarding real estate related administrative services, but not a single contract system exists, which makes the real estate E-commerce possible. For this reason, this thesis developed the real estate contract digital signature system that makes this real estate E-commerce possible. This thesis analyzes the process of previous real estate transaction, presents a real estate E-commerce model based on the result, and embodies simple contract digital signature generation system with data integrity and non-repudiation. Also, to propose the activation plan of this thesis, it conducts research in E-government's current situation in the field of real estate services, and the inter-connectivity plan with the future real estate E-commerce system. The technical background used in this thesis for the security services is XML, (extensible Markup Language) signature technique, which is a signature technique that applies XML on the existing digital signature algorithm. The advantage of using XlL signature technique is that it is very efficient since signing for the partial data is possible, and it is easy to apply to the XML-based E-commerce system, which is most commonly used. When the real estate E-commerce system is activated in the future, this will provide time and space convenience to the traders as well as the equilibrium of taxation by publication of real price information, and saves time and expense for taxation, registration, and administrative business by simplifying the process of real estate related administration services.
