Korean's Procurement of Sakhalin Natural Gas in alignment with Restructuring of Korea's Energy sector

Abstract

Counterbalance is essential in the increasing interaction between nations in northern Asia. The fossil fuel-lacking countries Japan and Korea must import the natural gas they depend on. China will be a new regional competitor in the near future. Each of these nations sit at the outskirts of Russia, yet only Korea seems to not be taking full advantage of the proximity to the extensive natural gas reserves located offshore Sakhalin Island. Korea seems more interested in continuing to develop Kovykta Field. Albeit a very large field, it is in the middle of literal Siberia. With barely any infrastructure, and a massive (overland pipeline project that encompasses traversing minimum four countries to arrive in Korea, it is difficult to lay hopes that this will provide a positive, cost-effective source of natural gas for the Southern Korean peninsula. The present reform of the energy market in Korea and the privatization of KOGAS provides an excellent opportunity for a new, competitive privatized structure to benefit from a nearby developing gas source. Korea has existing gas contracts with various countries In Southeast Asia, along with Qatar in the Middle East. Yet for true competition to take hold in Korea, various suppliers must exist to create a competitive environment along with the new, privatized energy companies that are now formulating in the domestic market. Diversified suppliers within Korea, as well as diversified sources will help Korea formulate a true competitive market. This thesis discusses the positive aspect of looking towards Sakhalin projects for sustained regional supply of natural gas.;북아시아 나라들 사이의 증가에 있어 균형을 잡는 것은 매우 주요하다. 화석연료의 결여로 일본과 한국은 천연가스의 수입이 절실히 필요하다. 중국도 가까운 미래에 새로운 경쟁자가 될 것이며 이들 나라들은 러시아의 주변에 자리잡고 있으며 아직 한국만이 사할린섬 앞바다에 저장된 광대한 천연가스를 충분히 이용하지 못해 보인다. 한국은 Kovykta Field의 지속적인 개발에 더 많은 관심이 있다. 이것은 비록 매우 큰 Field 라 할 지라도 정확히 시베리아의 중동에 위치해 있다. 여기엔 어떠한 영구기지도 없고 한국에 도달하기 까지 적어도 네나라에 걸쳐 가로지르는 pipeline 이 큰 육로를 이루고 있다. 이것은 남한 반도의 천연가스자원의 비용효과등 긍정적인 희망을 세우는 데 어려움이 된다. 최근 한국내에서의 Energy 시장 개혁과 KOGAS의 민영화는 경쟁적인 민영화 구조에서 가스자원 개발로부터의 이익등 좋은 기회를 제공한다. 한국은 중동의 카타르와 함께 남아시아의 다양한 나라들과의 가스 계약을 하고 있다. 사실 아직 한국에서의 경쟁은 일어나지 않지만 다양한 공급자들이 국내시장에서의 공식화중인 민영 에너지회사들과 함께 경쟁적인 환경을 만들어 존재해야 한다. 한국에서의 다양한 공급자 뿐만아니라 다양한 자원들이 한국에서의 경쟁적인 시장을 꾸며가는데 도움이 될 것이다. 이 논제는 천연가스의 지속적인 공급을 위한 사할린 Project를 기대하는 긍정적인 측면에서 논의한다.
