Asian Values : an economic developmental model or a political rhetoric : a case study of Malaysia

Abstract

Attempts to explain diverse patterns of economic development have shed light on culture as a significant independent variable for growth. However, the politics underlying cultural determinism should also be noted. "Asian Values" emerged amid the rapid economic growth of newly industrialized countries in the East. And the high degree of state intervention found in these economies has characterized the "Asian Values" as authoritarian culture of Confucianism in Asia. It is true that hierarchical orders or top-down governance, centered on a paternalistic figure of a society comprise the main value system of Confucianism. However, some of the Confucian values are also often manipulated by the ruling party as a means of governance in the society. Is "Asian Values" an economic developmental model or a political rhetoric? While Asian culture may have given rise to a particular pattern of economic growth in Asia, it should also be noted that the discourse of "Asian Values" is driven by the underlying politics that have been carefully designed to justify various socio-economic policies of Asia's authoritarian leaders. "Look East Policy" and "Bumiputra Policy," which are the two central pillars of the Malaysian Prime Minister Muhammad Mahathir's economic policies since 1981, imply that political interests underlie the arguments for the "Asian Values." Resistance to the Western hegemony in the global political economic arena and a need to redistribute the national wealth to satisfy the county's Malay population are the real political reasons that have driven Mahathir's policies under the "Asian Values" since 1981. The research aims to show some of these political interests behind the discourse of the "Asian Values" by illuminating Mahathir's economic policies since the 1980's.;세계화와 자유무역 체제는 오늘날 국가간 경제 문화 교류를 빠른 속도로 확대시키고 있다. 기업들은 점점 다국적화 되어가고 전 세계적으로 통일되는 기업 문화라는 것이 생겨나고 있다. 소위 국제적 기준 이라고 불리는 영업 방식이나 재무 형태가 기업들의 모습을 동질화 시켜가고 있음에도 불구하고 각각 국가들의 경제개발 형태나 모습이 다른 것은 꾸준히 연구의 대상이 되어왔다. 특히 한국을 비롯한 아시아의 신흥 경제국들의 빠른 경제 성장과 국가주도의 경제개발 정책들은 "아시아적 가치" 라는 용어를 탄생시켰다. 권위에 대한 존중 높은 교육열, 근면 성실함 등은 아시아 국가들의 문화에 내재된 성질로서 이들 국가들이 단 기간에 빠른 경제성장을 이룰 수 있게 한 힘이라는 주장이다. 그러나 1990년대 말 아시아 국가들에 닥친 외환위기는 "아시아적 가치"에 대한 의미를 재고시켰다. 아시아적 가치라는 것이 무엇인가? 문화가 특정한 경제성장의 모습을 설명할 수 있는 단일 변수가 될 수 있는가? 아시아적 가치란 경제개발의 모델인가 정치적인 수사인가? 많은 질문들에 대한 명쾌한 해답이 부재한 가운데 아시아적 가치가 하나의 담론이 되어버린 현 시점에서 그 의미를 재조명 하고자 한다. 특히 아시아적 가치를 주장하는 말레이시아의 마하티르 수상의 경제 정책들을 살펴 봄으로써 아시아적 가치가 정치적인 수사일 수 있다는 것을 조명해 보고자 한다. 마하티르의 경제개발 정책의 양대 축이라고 볼 수 있는 "Look East Policy"와 "Bumiputra Policy"의 탄생 배경과 집행 과정은 그가 주장하는 아시아적 가치가 정치성을 내포한 담론일 수 있음을 암시한다.
