Abstract
Previous studies on TV commercials of medicine in Korea focused on analyzing the formats and messages of advertisements from the perspective of advertising and newspaper & broadcasting. Having direct connections with human life unlike daily products, medicine is under strict control of the pharmaceutical affairs law throughout the entire process from manufacture and distribution to treatment and selling. Accordingly, it's necessary to take a pharmaceutical perspective in researching TV commercials of medicine. The purposes of this study were to investigate the current state of TV commercials of medicine in Korea and to identify their characteristics and problems. Using the literature study, monitoring, and cross-check method, total 134 commercials of medicine and health products aired on TV were examined from January 2005 to March 2007. TV commercials of medicine should observe not only the advertising regulations but also the pharmaceutical affairs law, pharmaceutical enforcement regulations, advertising control standards for medicine, and preliminary inspection regulations for medicine advertising, which means they are under rigorous supervision. The product categories included general medicine, quasi drugs, medical devices, foods, and others. The results indicated that the commercials for general medicine contained the most information than those for the other product categories; they claimed the biggest frequency(70 commercials, 52.2%) and accounted for the greatest portion in efficacy and effect(61 commercials, 45.5%), ingredient and content(27 commercials, 20.1%), and usage and dosage(26 commercials, 19.4%). The commercials of dental and oral medicine and analgesics and anti-inflammatory drugs (each eight commercials) in the category of general medicine contained the most information about efficacy and effect, while those of tonic drugs (15 commercials) in the category of others did about the usage and dosage in conformity to the preliminary inspection regulations for medicine advertising. Those commercials which adopted the expressive approach of exaggeration, obscenity, and use of technical terms accounted for 14.9%(20), 2.2%(3), and 17.9%(24), respectively. Among the three groups, the general medicine commercials recorded the highest percentage at 14.2%(19), 1.5%(2), and 15.7%(21), respectively. The most frequent case in terms of exaggeration was displaying exaggerated actions after using the concerned product to promote its efficacy and effect. Obscenity was most presented in excessive exposure of the body. When compared with the counterparts of the United States, they shared common grounds with them in terms of expressive methods in advertising. The biggest difference between them was that the American TV commercials of medicine contained more information including side effects and warnings than the Korean ones. The results show that TV commercials of medicine in Korea were dominated by general medicine commercials which emphasized only efficacy and effect and that the expressions using exaggeration had the biggest impacts on the misuse and abuse of medicine. Critical to providing consumers with accurate medicine information is to continue researches into TV medicine commercials. And it's also important to establish detailed criteria in regard with the reverse functions(e.g. side effects, warning, and contraindication) as well as the right functions of medicine.;우리나라 의약품 TV 광고에 대한 연구는 주로 광고학 이나 신문방송학적 측면에서 광고 형식과 메시지 분석 연구에 치중해 왔다. 그러나 의약품은 인명과 직결되어 있는 특수성 때문에 일상용품과는 달리 그 제조나 유통, 취급, 판매에 이르기까지 전 과정을 약사법에 의해 엄격히 통제받고 있다. 따라서 이러한 의약품의 TV 광고에 대한 연구 또한 약학적 관점에서 이루어져야할 필요성이 있다. 본 연구의 목적은 우리나라 의약품 TV 광고의 현황을 살펴보고 그 특징 및 문제점을 분석함으로써 향후 의약품 TV 광고의 효과적인 방향성을 제안해 보고자 하였다. 문헌 조사 및 모니터링과 cross-check 방법을 이용하여 2005년 1월부터 2007년 3월까지 공중파 TV를 통해 방영된 총 134편의 의약품 및 건강관련 제품 광고를 대상으로 하였다. 광고 제품군은 일반의약품, 의약외품, 의료기기, 식품 및 기타로 나누어졌으며, 빈도 및 정보포함 여부에 있어서 일반의약품이 가장 큰 빈도(70편, 52.2%) 뿐 아니라 효능·효과 61편(45.5%), 성분·함량 27편(20.1%), 용법·용량 26편(19.4%)도 가장 많은 비중을 차지함으로써 다른 제품군에 비해 가장 많은 정보를 함유한 광고를 하고 있음을 알 수 있었다. 일반의약품에서 효능·효과에 대한 정보는 치과구강용약과 진통·진양·수렴·소염제 광고(각 8편)에서, '의약품광고사전심의규정'에 의해 용법·용량에 대한 정보는 기타의 자양강장변질제 광고(15편)에서 가장 많이 보고 되었다. 과장성과 선정성, 전문용어사용을 살펴본 표현 방식에서 각각의 광고 빈도 20편(14.9%), 3편(2.2%), 24편(17.9%) 중 일반의약품이 차지하는 비율이 19편(14.2%), 2편(1.5%), 21편(15.7%)으로 가장 높았다. 과장성의 경우엔 제품 사용 후 효능·효과를 과장된 행동을 통해서 나타낸 경우가, 선정성의 경우는 과도한 신체 노출을 통해서 표출하는 경우가 가장 많았다. 미국과의 비교 시 우리나라의 광고 표현 방식은 유사하였으나, 정보 포함에 있어 부작용 및 사용상의 주의사항까지 포함되는 등 많은 정보를 전달하고 있는 것이 큰 차이점이었다. 본 연구의 결과들은 우리나라의 의약품 TV 광고들이 그 효능·효과 측면만을 강조한 일반의약품이 주류를 이루고 있으며, 의약품 오·남용에 있어 과장성을 이용한 표현 방식이 가장 큰 영향을 미치고 있음을 보여주었다. 앞으로 정확한 의약품 정보를 소비자에게 제공하기 위해서 의약품 TV 광고에 대한 연구는 계속되어야 할 것이며, 의약품의 순기능 뿐 아니라 역기능적 측면(예: 부작용 및 사용상의 주의사항, 금기사항)에 대한 세부적인 기준도 마련되어야 할 것이다.
