dc.description.abstractThis thesis analyses how norm enforcement in international society emerges. It argues that norm enforcement is changed at the point of institutionalization. Similar to the process of norm emergence there has to be a critical mass of players that are convinced to gain support from the international community to enact or to increase the level of norm enforcement. To examine this theory, this study focuses on The Bush Doctrine and its attempt to increase the level of punishment on Iraq in the lead up to the Second Gulf War. It explores this by comparing the case with other cases where norm enforcement has been enacted or increased by international society. It also analyses why the Bush Doctrine was unsuccessful through concepts of norm enforcement, conceptual models of political analysis including liberalism and realism and the legal and organizational construct of the international laws of war. It concludes that in situations when a hegemon is perceived as taking a power political approach that in a unipolar environment other nation-states use a zero-sum or realist point of view to guide their actions. Thus, international society will react in kind to balance against the hegemon unless there is overwhelming evidence to increase punishment.;이 논문은 국제사회에서 어떻게 규범(Norm)이 형성되고 시행되는 지를 분석한다. 국제사회에서 형성된 규범이 시행되기 위해서는 규범의 제도화 (institutionalization)가 필요하고 이러한 규범의 시행을 뒷받침 하는 강한 시행 근거와 더불어 국제적 지지가 필요하다는 사실에 대해 논의한다. 논문에서 이러한 주장을 뒷받침 하기 위해 부시 독트린 (Bush Doctrine)을 분석하고, 제 2차 걸프 전쟁에 이르기 까지 이라크에 대한 처벌을 강화하려 했던 부시 정부의 정책과 국제사회에서 규범이 시행 된 다른 케이스들과 비교한다. 또한 부시 독트린이 왜 성공하지 못했는지를 규범 시행의 개념, 정치 분석 모델, 그리고, 국제법 내의 전쟁에 관한 법적 조직적 구성에 따라 분석한다. 단극적(unipolar) 환경에서 헤게모니국가가 현실주의적(power political) 접근을 취하면 다른 국가들 또한 그에 맞서 현실주의적, 즉 제로섬(zero-sum) 방법을 취한다는 것으로 결론지어 진다. 따라서, 국제사회는 균형을 맞추기 위하여 헤게모니 국가에 맞서 대응하려 할 것이다.-
