THE CHANGING ASPECTS OF SPORTS DIPLOMACY IN THE UNITED STATES

Abstract

탈 냉전기 이후 빠르게 진행된 세계화와 정보화의 물결과 소련의 해체로 변화된 국제 정세 속에서 과거 군사 안보 동맹과 같은 기존의 외교 방식보다 사회 문화 경제적 분야의 협력이 주목 받고 있다. 이러한 새로운 국제 정치적 상황에서 군사적 강제나 위협에 의존하던 냉전기의 경성파워(Hard Power)에 의존하는 외교전략 보다는 새로운 연성파워(Soft power) 전략을 수립하는 것이 현 시대에 있어 더욱 효과적인 외교정책이 될 수 있다. 따라서 이 논문에서는 이러한 연성파워 외교전략의 하나로서 스포츠 외교를 지목하여 냉전기와 탈냉전기의 미국의 스포츠 외교를 비교함으로써 국제사회의 정치적 상황의 변화가 미국의 스포츠 외교 정책에 어떠한 영향을 끼쳤는지 알아본다. 냉전기의 스포츠 외교의 사례로서 1980년 모스크바 올림픽 보이콧을 예로 들어, 무엇이 미국으로 하여금 스포츠를 소련과의 경쟁에서 외교적 수단으로 사용하였는지 분석한다. 탈냉전기의 스포츠 외교는 9.11 이후의 미국의 공공외교정책 속에서의 스포츠 외교 사례를 분석하면서 냉전기와 탈 냉전기의 스포츠 외교의 변화된 양상을 비교한다.;This thesis, by examining the practice of sports diplomacy in the United States during the Cold War and post Cold War era, reveals the characteristics and patterns of sports diplomacy in the United States. After the demise of the Soviet Union, the world has faced changed political environment. There was no more tangible threat against the United States, in terms of military power, but more seriously Anti-American sentiment emerged through the world. Therefore, the concept of soft power strategy emerged. And this thesis attempts to discuss about sports diplomacy as one of the medium of soft power strategy and analyze the United States’ practices of sports diplomacy. In terms of sports diplomacy, United States has been practiced using sports as a diplomatic channel consequently. It is found not certain period, but most of the time throughout US history. However, it is different from time to time in terms of the way to use it or the objective of sports diplomacy. It seems it is due to different international political circumstances which influenced the US foreign policy. To verify this hypothesis, this paper compares the practice of sports diplomacy in Cold War and post Cold war era, and address how sports and international relations have influenced each other and how changed international political environment during the Cold War and post Cold War era have affected to sports diplomacy by examining the cases through this paper.
