公共部門의 成果評價基準에 관한 硏究

Abstract

정책평가는 정부의 활동에 대한 통제의 필요성에 대응하는 한 양식으로서, 원칙적으로 합리적 판단기준에 의해 정부의 모든 활동을 평가함을 그 내용으로 한다. 그러나, 제반 정부활동 즉, 정책에 대한 평가는 상당히 광범위하기 때문에 현실적으로는 평가의 내용이나 대상을 한정하게 된다. 이에 본 논문에서는 공공부문의 경영성과를 평가하고 그 과정에서 바람직한 평가기준을 정립하고자 하였다. 본 논문에서는 이러한 연구목적 하에 경영성과평가의 기준으로 능률성을 상정하고 이에 관한 전반적 사항-개념, 유형, 측정방법, 한계 등-을 검토한 후 공공부문의 활동실적을 평가하는데 활용하였다. 이때 능률성 기준의 활용시도가 구체적으로는 정부투자기관의 경영실적평가제도를 분석하는 형태로 나타났으며, 분석과정에서 지적된 평가제도의 문제점을 교정하기 위해 상대적 능률성 기준의 도입 및 DEA(자료포괄법)모형을 통한 상대적 능률성 측정이라는 구체적 대안을 제시하였다. 그리고 실적평가의 조직적 기초가 되는 사업부제를 도입한 한국전기통신공사에 대한 사례분석을 통해 DEA의 활용실례를 보여줌으로써 논의를 마무리하였다. 규제 완화, 분권화 등으로 특징지어지는 환경변화에 따라 점차 작은 정부를 지향하는 현상황 하에 공공부문에서 능률성이 갖는 중요성을 인지한다면 능률성에 관한 연구가 활성화되어야 함은 물론 능률성 측정을 위한 체계적 모형을 개발하려는 노력이 계속되어야 할 것이다.;The purpose of the study is to suggest a new evaluation criterion of managerial performance of the public sector and in general to apply the criterion to evaluate the activities of Korea Telecom. In this thesis, efficiency is considered the best criterion for measuring management performance. And then the definitions. types, and limitations of the "efficiency" are fully discussed. A newly defined efficiency criterion has been applied to the analysis of the performance evaluation system of the Government Invested Enterprises (GIEs). Some problems of evaluation indicators are derived in the process of analyzing the current status of the performance evaluation system of GIEs. and the relative efficiency is regarded as a useful concept for correcting them. Data Envelopment Analysis (DEA) which was developed by Charnes, Cooper, and Rhodes(1978) has been introduced for practical use of relative efficiency concept, because DEA is to measure management performance on the basis of relative efficiency among the organizationa units. According to this study, DEA can be considered as an appropr ate model to evaluate GIEs and to have them make efforts to improve managerial efficiency. In the last part of this thesis, DEA has been applied to the case of Korea Telecom with the purpose of showing its usefulness. Nowadays it tends to seek for small governments, which are characterized by deregulation, decentralization, privatization, and so forth. This implies that the private and the third sector come to take over many parts of government functions, and efficiency criterion has an important part to play in evaluating the activities of the public sector. So when we recognize these tendencies, we need to be interested in efficiency and its measurements.
