한국통상산업부의 조직구조와 기능 변화에 관한 연구

Abstract

1960-1970년대를 거치면서 우리나라는 정부주도에 의한 수출주도형 산업화정책을 성공적으로 수행함으로써 급속한 경제성장을 이루었다. 그리고 그 속에서 상업·무역·공업을 담당했던 상공부는 한국경제발전에 중요한 역할을 해 온 정부조직이었다. 이 상공부는 그동안 끊임없이 그 조직구조와 기능이 변화하여 동력자원부·상공자원부를 걸쳐 현재의 통상산업부로 개편되었다. 이에 본 논문은 ‘통상산업부’라는 조직에 초점을 두어 그 조직구조와 기능이 제3공화국 때부터 현재의 김영삼 정부에 이르기까지 어떻게 변화하였는지를 살펴보았다. 그리고 이런 조직구조와 기능변화에 영향을 주는 요인으로서 가장 중요하다고 생각되는 네 가지-국제환경, 정치적 요인, 경제적 요인, 대통령의 이념적 가치관-를 설정하여 이들에 의한 통상산업부의 조직구조와 기능변화를 보았다. 제 1 장에서는 연구목적 및 방법에 대하여 기술하였다. 제 2 장에서는 통상산업부 조직과 여기에 영향을 미치는 환경요인과의 관계를 설명하기 위하여 조직이론에서의 조직과 환경과의 관계를 살펴보았다. 또한 우리나라가 1960년대부터 급속한 경제성장을 이룩하게 한 산업화전략은 산업화정책과 세계체제론에서 설명하였다. 이런 이론들을 바탕으로 설명된 독립변수와 종속변수를 가지고 논문의 분석틀을 구성하였다. 제 3 장부터 제 5 장까지는 제3공화국부터 현 정권인 김영삼 정부까지의 기간 동안 상공부·동력자원부·상공자원부·통상산업부의 조직구조와 기능의 변화를 살펴보았으며, 조직구조는 次官補·室·局·課의 조직수준에서 어떻게 변화하였는지를 살펴보았다. 그리고 기능은 주요기능을 여섯 가지-통상무역·산업정책·중소기업·기초공업·생활공업·자원정책-로 구분하여 각 정권별로 변화 정도를 보았으며, 또한 인원수의 증감 정도를 파악하였다. 따라서 경제성장에 중점을 두고 국가 주도로 산업화정책을 수행해 온 결과, 상공부의 조직구조와 기능은 계속 확대·팽창되어 왔었다. 그리고 1978년에 신설된 동력자원부도 에너지정책을 전담하면서 확대되는 경향을 보였다. 하지만 급속한 국제환경의 변화에 따른 국제화·개방화 그리고 여기에 따른 선진국들과의 통상마찰의 심화가 우리나라의 주요 당면과제로 대두되었으며, 문민정부의 출범으로 ‘작고 강력한 정부 구현’의 필요성을 인식하게 되었다. 따라서 팽창일로에 있던 상공부도 유사업무의 중복에 따른 낭비를 줄이고 능률적인 조직구조와 기능을 가지기 위하여 동력자원부가 통합되어 상공자원부로 개편되었다가 다시 대외통상기능을 강화하여 통상산업부로 개편되었다. 따라서 그동안 수출업무중심의 기능에서 대외통상기능이 중심이 되어 통상업무를 담당하는 조직기구도 승격되고 강화되었다. 제 6 장에서는 이 논문의 결론부분으로서 앞의 내용을 종합하여 비교·분석하였다.;During the years of 1960s and 1970s, Korea had achieved a high growth of economy by successful establishment of export-drived industrial policy. Futhermore the ministry of commerce-industry which took charge of commerce, trade and industry was the important goverment authorities for economic development and it was reorganized into the ministry of energy and resoucres, the minitry of commerce-industry and resources and finally into the ministry of trade-industry. Therefore, this study intend to describe the transfomation of its organic structure and function focucing on the ministry of trade- industry by using the most important four variables-international environment, politiccal factor, economic factor, presidential ideology- specilly from the 3rd republic to present government This study consists of the six chapters. The content of the each chapters are as follows. In chapter I, the goal and method of the this study is describe. In chapter 2., this study introducing the relationship between organization and environment in the organization theory to explain the relationship between the ministry of trade-industry and environment which effects on it. Also explaining the industrial strategy by industrial policy and world sysytem theory. So that an analysis frame is constituted by indepent variables and depent variables. From chapter 3 to chapter 5, this study examines the trasformation of the ministry of commerce-industry · energy-resources · commerce-resources · trade- industry' s structure and funtion, from the 3rd republic to present government.. Result from government-led industrialization and emphasis on economic development, the ministry of commerce-industry' s strructure and function were expand constantly. Also newly organized the ministry of energy-resuurces in 1978 tend to enlarge as taking charge of energy policy. But internationalize due to rapid change of international environment, and deepen trade-conflict with developed countries, these come an important issue of Korea and recognize the necessity of 'small and powerful government'. This makes expanded the ministry of commerce-industry to reduce waste from overlapping of similar work, to have efficient structure and funtion. So the ministry of energy-resources unified to the ministry of commerce-resources and reorganized to the ministry of trade-industry which strengthen trade function. Consequently function transforms from focusing on export to trade, and also structure is raised in status and strengthened. In conclusion, this study synthesize previous contents and analyze comparatively.
