통일교육의 변천과정과 문제점

Abstract

우리나라의 통일교육은 해방이후 현재까지 독립된 교과목으로서 체계적으로 실시되지 못했다. 국가사회의 존립과 발전, 민족의 생존권 확보와 평화통일을 위한 기반조성과 직결되는 내용을 담고 있기 때문에 통일교육은 중요한 위치에 있다고 볼 수 있다. 통일교육은 순수학문분야와는 달리 교육대상이 국민전체를 포괄한 뿐만 아니라 교육내용과 방법에 있어서도 한국국민이 처한 특수상황을 감안하여 개발활용토록 해야한다. 이러한 의미에서 대학의 국민윤리교육은 통일교육의 환경조성에 큰 영향을 준다. 특히 대학에서 국민윤리교과 내용으로서의 통일교육은 북한의 공산주의를 능가하고 신념의 체계를 구축하고 또한 새 시대에 적합한 가치관을 정립하기 위한 교육적 태도의 일환으로 그 의의를 찾아볼 수 있다. 본 연구에서는 국민윤리교과속에 포함되어 교육되고 있는 통일교육이 가지고 있는 특성과 문제점이 무엇인가를 고찰하는데 목적을 둔다. 이를위해 제Ⅱ장에서는 분단된 민족사회를 종합함을 의미하는 통일의 개념을 규정하였고 막연히 통일을 바라는 태도에서 벗어나기 위해서 통일의 전제를 밝혀두었다. 또한 제Ⅲ장에서는 해방이후 현재까지 통일정책의 변천과정에 대한 고찰을 통해 통일교육이 어떻게 변화하여 왔는지를 살펴 보았다. 제Ⅳ장에서는 이러한 대학의 통일교육이 갖는 중요성에 입각하여 1971년 대학에서 국민윤리가 교양필수과목으로 채택된 때부터 현재까지 국민윤리교과 속에 포함된 통일교육이 갖는 성격과 내용을 검토하여 보았다. 결론에서는 이상에서 전개하였던 통일교육의 개념 및 변천과정, 대학 통일교육의 내용분석을 통하여 통일교육의 갖고 있는 문제점을 고찰하였다.;The education of national unification at Korea′s University has not systematized as an independent curriculum, since the Liberation up to these days. It seems to take an important position because it holds a content directly connected with nation′s existence and development to guarantee the nation′s survival right and construction of foundation for peaceful unification. Education of national, different from the field of other pure science, should be developed and utilized considering the particular situation that Korean people is placed on, including not only the whole people as an object of education but also its content and method. In this sense education of civil ethics in university has a serious effect in constructing foundation of education of national unification as a curriculum content of civil ethics has a significance as a role of educational attitude that may surpass communism of North Korea, and construct a belief system and arrange a value system relevant to new period. In this study, the purpose is to examine what the issues and characteristics of education of national unification educated, included in the curriculum of civil ethics. To support this, in Chapter Ⅱ, a concept of unification has been defined which means to synthesize the divided nation and made it clear the premise of unification to get rid of the ambiguous attitude to wish unification. In Chapter Ⅲ, by examining the transition procedure of unification policy from the Liberation up to present, it was revealed how education of national unification has been changed. In final Chapter, on the viewpoint of the importance of education, the characteristics and content of education of national unification has been examined, since 1971 when civil ethics has been sciences education in college until today. In conclusion, with the concept of unification, transition procedure and its analysis of contents, the problem which the education of national unification is bearing has been discussed.
