國家介入과 政府機能의 膨脹에 關한 硏究

Abstract

本 硏究의 目的은 經濟過程에 있어서의 國家介入의 擴大, 즉 危機管理를 위한 國家의 社會經濟的 介入의 急速한 增加라는 後期資本主義의 本質을 檢討하고, 國家의 經濟的 再生産의 機能과 正統性 創出機能 사이에 制度的으로 矛盾과 危機가 深化되고 있음을 主張하 Claus Offe의 論理를 根據로 하여, 이를 韓國에 適用, 經驗的 資料들에 의해 檢討하려는 것이다. 20世紀에 들어와서, 特히 1930年代 以來, 後期資本主義下에서 國家權力의 急速한 增大와 國家權力에 대한 의존이 擴大되어 왔다. 즉 後期資本主義下에서 國家에 直接的으로 의존하는 사람과 福祉政策에 依存하는 사람들의 수와 비율이 增加하고 있으며, 私的으로 生産되는 財貨와 서비스의 그 어느 때 보다도 큰 部分이 國家에 돌아가도록 豫定되어 있는 것이다. 그리고 生産되어진 剩餘의 總體的인 水準은 점차적으로 國家의 行動에 依存하게 되며, 資本蓄積 自體의 過程도 國家가 없이는 制限될 것이다. Clous Offe는 國家, 官僚制, 階級에 관한 Marxist 集團에서의 論爭을 活發하게 하면서, 現今 資本主義 槪念에서 出發하여, 國家의 가장 중요한 樣相은 矛盾된 任務에 直面하게 된다는 것으로 본다. 國家는 한편으로 蓄積過程과 資源의 私的 專有를 維持하고 다른 한편으로 그 自體 階級利益의 不偏不黨한 仲裁人으로서 信賴를 維持해야 하며, 그럼으로써 그 權力의 正統性을 維持해야 하는 것이다. 다시 말하면 資本主義 國家는 基本的이면서 相互矛盾되는 機能-Offe가 말하는 蓄積과 正統化-을 遂行해야 한다. 이것은 國家가 利潤可能한 資本이 있는 狀況을 維持 또는 創造해야 한다는 것이다. 한 階級을 돕고자 그 强制力을 사용하는 資本主義 國家는 다른 階級을 犧牲하여 資本을 蓄積하면서 그 正統性을 상실하게 되며, 따라서 그 忠誠과 支持의 基盤을 據傷한다. 그러나 資本蓄積過程을 援助할 필요성을 無視하는 國家는 그 自體 權力의 源泉,즉 經濟의 잉여생산능력과 이 剩餘와 다른 資本形態들에서 나온 租稅들이 枯渴되는 위험을 겪게 된다. 이러한 資本主義 國家의 二重的이고 矛盾된 性格때문에 거의 모든 國家機關은 蓄種과 正統性을 위한 機能에 加擔하고, 거의 모든 國家支出은 二重的 性格을 지니는 것이다. 따라서 本 硏究는 現代國家에 定해진, 또는 그것이 制度的 自益으로 행하는 機能의 多樣性, 內的 복잡성 및 潛在的 不一致와 矛盾등에 注目하려는 것이다. 그러므로 그 理論的 課題는 ① 資本主義 國家의 槪念을 定立하고, ② 國家의 擴大된 社會經濟的 介入이 왜, 그리고 어떻게 일어나는가를 規明하며, ③ 이러한 國家活動이 資本主義의 維持·管理를 위해 必須的이면서도 同時에 왜 불가피하게 矛盾과 危機傾向을 隨拌하는가를 보여주고, 그리고 Offe의 分析에서는 先驗的으로 提示되고 있는 假定, 예컨대 經濟속에서 國家部分이 成長한 結果로서 國家와 經濟의 關係構造와 國家의 內部構造 사이에 相應하는 양상이 存在하고 있다는 점을 經驗約으로 檢討하려는 것이다. 이를 위해 韓國의 經濟過程에 있어서의 國家介入 樣相을 보고자 한다. 즉 韓國의 解效 後 資本主義 展開過程을 보면, 國家가 蓄積過程에 깊이 介入하고 있으며, 私的 資本의 蓄積에 直接·間接으로 영향력을 行使하면서 自身의 領域을 確保해 온 것을 알 수 있다. 그리고 그러한 增大된 國家介入으로 말미암아 政府機能의 膨腫이 要求된다. 그런데 政府機能의 膨脹은 財政規模에 反映되게 마련이다. 따라서 本 硏究는 韓國의 後期資本主義的 危機傾向, 즉 財政危機와 正統性 危機의 問題를 고찰하려는 것이다.;Under late capitalism, there has been a rapid extension of the state' s power and of dependency upon it. The number add proportion of persons who are direct dependents of the state grows with the increase of those on welfare, with the growth of the military force, and through the state's direct employment of a labor force and bureaucracy. And ever larger part of the goods and services produced by the proprietary sector is destined for the state. Invigorating the debate in Marxist circles about state, bureaucracy and class, Clous Offe starts from a conception of contemporary capitalism, and maintains that the most significant feature of the state is the way it is enmeshed in the contradictions of capitalism. Hence the state is faced with contradictory tasks. On the one hand, the state must sustain the process of accumulation and the private appropriation of resources : on the other hand, it must preserve belief in itself as the impartial arbiter of class interests, thereby Legitimating its power. In other words, the capitalist state must try to fulfill two basic and often mutually contradictory functions-accumulation and legitimation. This means that the state must try to maintain or create the conditions in which profitable capital accumulation is possible. However, the state also must try to maintain or create the conditions for social harmony. A capitalist state that openly uses its coersive forces to help one class accumulate capital at the expenses of other classes loses its legitimacy and hence undermines the basis of its loyalty and support. But a state that ignores the necessity of asslsting of the process of capital acumulation risks drying up the source of its own power, the economy's surplus production capacity and the taxes drawn from this surplus and other forms of capital. The state must involve itself in the accumulation process, but it must either mystify its policies by calling them something that they are not, or it must try to conceal them. Because of this dual and contradictory character of the capitalist state, nearly every state agency is involved in the accumulation and legitimation functions, and nearly every state expenditure has this twofold character. This study attempts to discuss this expansion of the state intervention in economic process and the fiscal crisis which reveals the contradiction of accumulation and legitimation in its result. No one is exempt from the fiscal crisis and the underlying social crises which it aggravates. Furthermore, for the purpose of empirical analysis, this study tries to apply Offe's contradiction of accumulation and legitimation to Korean condition. For this attempt, it is desirable to analyse the continuing expansion of public finance and examine the problems of regulatory policies and social pollcies. In this study, my purpose was to give attention to varieties, internal complexities, Latent inconsistency and contradiction that was determined to state, or of which the state conducted with the institutional self-interest. It is important to develop and sustain the proper structure of arbitration and communication for those complexities of state function to be sustained and contradictions avoided.
