전산화가 행정조직 변화에 미친 영향

Abstract

The computer has become the essential symbol and perhaps the crucial driving force of "post-industrial" society. Despite the centrality of the computer, there is continuing disagreement regarding the overall impact of computers on social and personal life. On the one hand, the computer .is presented as a technology whose protean applications will create an increasingly dehumanized and technocratic world. On the other hand, computer technology is credited with the capacity to produce goods and services with great efficiency and rationality, facilitating a life of abundance and leisure. Despite the introduction of the electronic computer into government operations more than 35 years ago, the measure of its direct effect on the organizational structure of the government is difficult to assess. Some theorist have predicted that organizations will undergo massive reorganization as a result of computer-based information systems. Others contend that the information is independent of the organization and will have little effect on structural characteristics. This paper examines the literature on the effects of computerization on the Public Organization. To examine the change of public organization in Korea and to suggest the steps of improvement to the use of microcomputer is main purpose of this paper.;컴퓨터는 "후기산업"사회의 중요한 상징이며 그 추진력이라 할 수 있다. 그럼에도 불구하고 컴퓨터가 사회 및 개인 생활에 미치는 영향력에 대해서는 의견이 불일치하고 있다. 즉 컴퓨터가 점차 비인간적인 세계를 만드는 기술로 표현되는 반면에, 컴퓨터가 매우 효율적이고 합리적으로 재화와 서비스를 창출할 수 있으며 풍요롭고 여유로운 삶을 조성해 준다는 것이다. 이러한 컴퓨터를 정부운영에 20여년간 이용해왔음에도 불구하고 정부 조직구조에 컴퓨터가 준 직접적인 영향을 평가하기는 어렵다. 어떤 이론가들은 컴퓨터를 이용한 정보 시스템에 의해 대폭적으로 재조직될 것이라고 하였다. 또 다른 이론가들은 정보라는 것이 조직과는 별개의 것이며 구조적 특성에 거의 영향을 주지 않는다고 주장하였다. 이 논문에서는 전산화가 행정과 공공조직에 준 영향에 관한 문헌을 검토하고 우리나라 행정조직에서는 전산화가 어떠한 영향을 주었는지 살펴보고 있다. 그에 따라서 앞으로의 전산화 방향을 제시한다.
