國會圖書館의 디지털도서관 構築에 따른 組織構造 改編에 관한 연구

Abstract

이 연구에서는 국회도서관의 디지털도서관화에 따른 조직구조의 바람직한 모형을 제시하고자 하였다. 또한 국회도서관 조직구조를 변화시키는 요인을 구조적 상황이론에 따라 살펴봄으로써 앞으로의 변화 방향을 예측하고, 그에 따른 조직구조 개편모형의 근거를 확보하려는 것이다. 이를 위해서 문헌연구를 이용하였다. 먼저 문헌연구를 통해서 조직구조 변화의 이론적 배경과 유용성을 파악하였다. 또한 도서관 환경의 변화에 따른 조직구조 변화의 필요성과 디지털도서관의 출현배경을 함께 고찰하였다. 이러한 고찰을 토대로 조직구조와 환경의 관계를 체제구조적 관점에서 보는 구조적 상황이론에 따라 국회도서관 조직구조의 변화를 조직개편의 시대별로 나누어 분석하였다. 구조적 상황이론에서 말하는 조직구조의 변화요인을 도서관의 측면에서 구체화하면 다음과 같다. 첫째, 목표의 변화이다. 목표는 조직의 전반적인 목적과 가치가 규정된 공식목표, 조직내 각 부서가 수행해야 할 기능을 규정하는 운영목표, 그리고 이의 실행을 구체화하는 운용목표로 나누었다. 둘째, 환경의 변화이다. 환경의 변화는 고객환경과 경쟁자환경, 공급자환경의 측면에서 검토하였다. 고객 환경의 변화요인으로는 이용자 요구의 변화, 특히 컴퓨터 및 정보기술에 대한 이용자 수준의 질적 발전 등이다. 경쟁자환경의 변화는 유사도서관의 범람으로 도서관의 기능이 축소되고 있다는 점이다. 공급자환경의 변화는 멀티미디어 등 정보자료의 제공매체와 입수채널이 다양화되고, 정보기술의 사용능력을 지닌 인력충원 등에 나타나는 변화이다. 셋째, 기술의 변화이다. 컴퓨터와 정보기술의 활용은 정보의 축적, 보존, 검색 등 정보관리 및 서비스의 기법과 이를 가능케 하는 내부적 절차들을 변화시킨다. 넷째, 전략의 변화이다. 전략은 국회도서관의 조직목표를 달성하기 위한 기본방침이자 구체적인 실행계획들이다. 다섯째, 규모의 변화이다. 조직규모의 확대는 분화를 불가피하게 만들고 있다. 도서관 조직규모의 주요 요소는 직원 및 이용자, 장서량, 예산, 시설 등이다. 이러한 변화요인들은 1952년 국회도서관이 설립된 이후 직·간접적으로 작용해 왔다고 볼 수 있다. 그중 환경의 변화와 규모의 변화가 가장 가시적이었다. 기술의 변화는 1967년 이후 나타나기 시작하여 오늘날 디지털도서관구축이 현실화되고 있는 현단계에서 크게 영향을 미치고 있는 것으로 나타났다. 이러한 도서관을 둘러싼 환경변화와 기술변화는 목표의 수정을 요구했고, 규모의 변화를 통해 보다 효율적인 기능과 역할을 수행할 수 있는 발전적인 도서관 조직모형을 필요로 하고 있다. 따라서 새로 요구되는 조직은 수평적이고 탄력적이며, 주제 처리에 적합한 조직이어야 할 것이다. 그것은 팀단위 체제로의 개편과 위원회 및 부관장제의 도입을 목표로 한다. 따라서 이 연구에서는 이러한 방향으로의 모형을 제시하였다. 먼저 부관장을 위원장으로 한 디지털도서관추진위원회가 중심이 되어 디지털도서관화를 지속적으로 이끌어가도록 한다. 그리고 기획 및 조정팀은 디지털화에 필요한 각종 기술과 서비스 및 외부기관과의 중재와 지원을 담당한다. 또한 각 팀은 주제중심, 이용자중심, 서비스중심을 기본방향으로 하여 국회도서관 조직구조 개편요인에 따라 구성하였다. 이렇게 마련된 조직개편 모형은 향후 완성될 디지털도서관에 있어서 그 기능과 역할을 보다 효율적으로 수행할 수 있게 될 것이다.;In this study we tried to present a model of organizational structure for constructing the digital library at the National Assembly Library(which is abbreviated to the library hereafter). We also examined what factors have changed the organizational structure in the library, predicted the direction of the change in the future, and tried to look for the ground of the reorganization model of its organizational structure. For this, literature was studied. First of all, by studying literature, we grasped the theoretical background and the utility of the change in the organizational structure. And then, we examined the need of the change in the structure accompanied by the change in the library environment, and examined the background of appearing the digital library. On the basis of these examinations, we analyzed the changes in the organizational structure, classifying them by the reorganization periods, according to the structural situation theory which is looking the relation between organization and environment from the aspect of general organization theory. The factors of the change in the structure are as follows: First, the factor is the change in the goal. The goal may be divided into formal goal, management goal, and operation goal. Second, it is the change in the environment. The environment is also classified into user's environment, competitor's environment, and provider's environment. The change in the visitors is that of user's requiring level, especially that in the quality improvement by computers and information technology. Those in competitors are the reduction of the role of the library, thanks to appearing a lot of pseudo-libraries, and are the introduction of the notion of marketing in the managing the library. The changes in the providers are those in variety of such the channel as multimedia to get information, and those of personnel being able to use information technology. Third, it is the change in technology. The use of computers and information technology changes the service method and the internal process being able to accumulate, reserve, and search information Fourth, it is the change in the strategy. The strategy is a basic principle for completing the organizational goal and a plan to execute. The basic principles of the library are concrete executive plans to supply the data and service for support the Assembly activities. Fifth, it is the change in the scale. The enlargement in the structural scale is leading to divide it unavoidably. The factors in the scale are personnel(librarians), visitors, collections of books, budget, and facilities. The change in the organizational structure of the Library, which was established in 1952, caused the change in the goal, in the environment, in the technology, in the strategy, and in the scale. Among them, the change in the environment was the greatest, accompanying the change in the scale. And the change in the technology, which began to appear after 1967, was the main axis changing the library into the digital library. Such changes in the environment and technology asked for the change in the goal, and the change in the scale is asking for the developed organizational library model performing the more effective function and role. Therefore, a new required organization should be an horizontal and elastic one, suitable for dealing with technical themes. Its goals are to reorganize it with a team unit, and to establish a propulsion committee, and to establish a vice-director system in the library. In this study, we presented the model in such a direction. The chairman, as vice-director in the library, of the digitalizing propulsion committee will lead the library to the digital library continually. The team of Planning and Regulation will take charge of all kind of technology and service, and arbitration for outer organization, and supply for the digitalization. Each team has its basic direction such as theme-oriented, visitor-oriented, and service-oriented, and is composed of by the reorganization factors of the Library organizational structure. This reorganized model will perform the function and role in the digital library more efficiently.
