韓國 社會福祉政策의 社會統制機能에 관한 硏究

Abstract

This study is to analyse the function of social welfare policy in Korea on the basis of the social control perspective. For this purpose, social welfare policy of the third, and fourth republic is examined, connecting with the political, and economic context at that time. As a theoretical background, the main theme of the social control theory is that social welfare policy does not evolve out of humanitarianism or compassion but as a response by ruling elite to threats to social stability. Social control and affirmation of the work ethic are its main objective. This paper consists of six chapters. Chapter Ⅰ is presents the purpose and scope of the study. Chapter Ⅱ define the concept of social welfare policy. Chapter Ⅲ clarify the social control perspective as theorertical view with account the purpose and function of social welfare policy Chapter Ⅳ and Chapter Ⅴ examine the function of social welfare policy of the third, and fourth republic in Korea accounting to social control perspective. In order to this, we will explain the political, and economic context in those days and analyse the connection with coercive social control. Chapter Ⅳ origins to end that social policy of the third, and fourth republic in Korea operate function that integrate the people toward social system in confront to social unrest.;本 硏究의 目的은 社會統制論的 觀點에 의거해서 韓國 社會福祉政策의 社會統制機能을 分析하는데 있다. 이런 目的을 위한 硏究內容으로서, 韓國의 제3, 4공화국으로 그 領域을 限定하고, 各 時期別로 社會福祉政策의 形成에 影響을 미친 당시의 政治的, 經濟的 狀況을 살펴보고, 이런 政治的, 經濟的 脈絡內에서 社會福祉政策이 수행한 社會統制機能을 분석한다. 본 硏究의 理論的 背景으로는 社會統制理論이 있다. 이는 1960년대부터 등장하기 시작하여,기존의 理論에 도전하는 하나의 批判的 觀點으로 형성되었다. 이는 資本主義 社會에 내재해 있는 週期的 不況이나 失業등의 經濟的 危機가 일련의 政治的 不安으로 연결되어 體制에 威脅으로 인식될 때, 旣存體制의 支配階級은 그런 政治的 危機를 解消하고, 不滿勢力을 체제내로 吸收하여 자신들의 지위를 공고히 하는 한편,經濟的 生産性과 勞動規範을 强化하기 위해 社會福祉政策을 도입한다고 본다. 本 硏究의 內容을 要約하면 다음과 같다. 제3공화국의 社會福祉政策은 당시 政權이 안고 있는 正統性 不在의 문제를 解決하고 새로이 출발하는 經濟開發을 準備하기 위해 Nation Building과 經濟開發의 토대를 구축했던 特殊階層들의 支持를 獲得하고 經濟的 生産性을 높이기 위한 統制機能을 수행했다고 본다. 제4공화국의 社會福祉政策은 당시 정권에 대한 反對勢力과 高度成長에서 疏外된 階層이 하나의 政治的 不安 내지 威脅勢力으로 등장하자, 이에 危機를 느낀 支配階級이 讓步의 形態로서 제시한 것으로 不滿勢力을 撫摩하고 그들을 체제내로 吸收하기 위한 統制機能을 수행했다고 본다.
