정보화를 위한 행정업무 재구축 방향과 전략에 관한 연구

Abstract

I am looking at ways of improving office work productivity and administrative work process of local government. Recently, Korea is confronted with rapid environmental changes in areas of politics, economics. The changes of this new circumstances also require the local administrative reform. This paper points out the strategies of office work improvement and administrative work process innovation and presents the answers to this problems. First, local administrative reform strategies are analyzed. That are "Putting customer first, Cutting back to basics, Empowering employees to get results, Cutting red tape". Second, local administrative work are analyzed. For this purpose, one sampled local government agency is intensively investigated. Primarily focusing on office work, work flow and work environment analysis. Third, case study on local administrative work process focuses on administrative efficiency and people satisfaction. This diagnosis relies on indepth interview, observation, work sampling, review of government documents and records. This diagnosis produces following results : 1. Dominance of simple and repetitive tasks 2. Too much paperwork wasting valuable manpower and time 3. Heavy reporting requirements from higher authority 4. Inefficiency in file management system Based on these results, this study suggests following prescriptions. 1. Minimizing heavy burden of report requirements from higher authority. 2. Reengineering of administrative process and procedure. 3. Shake up in file management. 4. Expansion of information technology beyond mere word processing level. 5. In conclusion, building the electronic government that create a efficiency and customer satisfaction.;본 연구는 지방행정 업무를 분석하여 재구축하고 지방행정 업무처리절차 혁신의 기본 방향을 모색하는데 그 목적을 두려고 한다. 지방행정의 혁신 전략으로서 우선 민간부문의 경영마인드를 도입하여, 국민을 행정서비스의 고객으로 정의하고 지방행정의 운영은 곧 행정서비스 수요자의 요구에 부응해야 하며, 행정비용을 최소한으로 하여 행정능률성을 제고하기 위한 모델을 설정하고자 하였다. 이러한 모델을 설정하기 위해 미국의 행정개혁위원회(NPR)와 우리나라의 행정쇄신위원회의 그동안의 개혁의 기본방향 그리고 개혁내용에 대해 평가해보고 개혁 방향을 모색하였다. 지방행정업무의 재구축을 위한 방안을 모색하기 위해 광명시청을 사례대상으로 삼아 시청 직원들을 대상으로 한 설문 조사와 면담을 통해 도출된 결과를 바탕으로 시청 직원들의 업무분석, 활동분석, 그리고 근무환경 분석을 하고 업무 재구축 방안을 모색하였다. 이러한 분석결과 과다한 문서작업, 보고업무의 과다 등 비능률적이고 저가치 업무에 많은 시간을 투여하고 있음을 알 수 있었다. 이러한 지방행정 업무 전반에 관해 살펴본 후 지방행정 업무의 처리절차에 관한 사례들을 분석하여 이들 행정업무의 절차가 주민만족과 행정능률을 가져올 수 있는 방향으로 그 개선 방안을 제시하였으며. 끝으로 지방행정 환경의 변화와 이에 따른 행정수요를 만족시켜주기 위한 지방행정 개혁의 실천방안을 제시하면서 전자 정부(electronic government)구축 전략을 모색하였다.
