기록관 전시프로그램 활성화 방안에 관한 연구

Abstract

우리나라는 1999년 ‘공공기관의 기록물 관리에 관한 법률’을 제정하고 2000년 본격적인 시행과 더불어 2005년 기록 관리 전문요원들을 선발하여 정부의 체계적인 기록 관리 업무를 맡게 하면서 영역을 넓혀 가고 있다. 그러나 아직까지 기록 관리에 대한 사회 전반의 인식이 부족하고 기록 생산자들과 이용자들이 기록의 가치와 기록관의 존재를 인식하지 못하고 있어 어려움을 겪고 있다. 앞으로 기록관이 지역사회와 국가에 있어 필수불가결한 존재로 인정받으면서 생존하고 발전해 나가기 위하여 무엇보다 적극적인 기록관 홍보가 필요하다. 따라서 본 연구에서는 가장 대중적이고 효과적인 기록관 홍보방법으로 기록관 전시프로그램을 고려하고 이의 활성화 방안을 제안하는데 목적을 두었다. 이를 위하여 문헌연구와 설문조사와 인터뷰를 실시하였다. 문헌연구에서는 기록관 홍보의 필요성과 기록관 전시프로그램의 의의를 알아보고 4가지 전시유형을 제시하여 각각의 특징을 논하였다. 다음으로 전시프로그램을 기획단계 진행단계, 평가단계로 구분하여 각각의 기본 요소를 제시하였다. 설문조사와 인터뷰는 외국과 국내 기록관을 대상으로 실시하였으며 조사에 응한 27개 외국기록관과 52개 국내기록관의 일반현황, 전시프로그램 현황, 전시의 기획, 전시의 진행, 전시의 평가 현황을 분석하였다. 그 결과를 요약하자면 다음과 같다. 국내외 기록관에서는 기록관 전시프로그램의 필요성에 대해 깊이 공감하고 있었다. 또한 대중을 대상으로 기록관의 인지도를 높일 수 있는 가장 효과적인 홍보 방법으로 전시프로그램을 제일 먼저 꼽았다. 전시를 진행한 후의 만족도도 높았으며 지속적으로 전시프로그램을 개최하고자 하는 의지를 보였다. 그러나 외국 기록관의 대부분(62%)이 전시프로그램에 관련된 운영정책과 체계적으로 수립된 세부규정이 존재하는 반면 국내 기록관은 전시프로그램의 상위개념인 홍보에 관한 정책이 있는 곳조차 미비하게(17%) 나타났다. 국내 기록관이 전시프로그램을 진행하기 어려운 이유로는 관련 정책의 부재, 전시 공간의 부족, 모 기관의 재정적, 심적 지원 부족, 소장 기록물의 빈약함 등이 나타났다. 전시프로그램이 활발한 외국 기록관의 경우 모 기관의 업무목적과 방향에 적극적으로 협력하는 전시유형인 기관전시가 활성화 되어 있었으며 전시 기획뿐 아니라 전시 공간 활용 측면이나 진행 측면에서도 긴밀한 협조체제를 유지하고 있었다. 전시 마케팅 수행의 필요성이 고려되어야 하며 전시프로그램의 진행에 있어 가장 주의해야 할 점은 전시기록물의 보안과 보존임을 알 수 있었다. 또한 평면적인 기록물 전시를 벗어난 다양하고 생동감 있는 전시 구성도 필요하였다. 위와 같은 조사결과와 문헌연구를 바탕으로 기록관 전시프로그램의 활성화 방안을 다음과 같이 기획, 진행, 평가의 3단계로 구분하여 제시하였다. 전시 기획 단계에서의 활성화 방안은 다음과 같다. 첫째, 전시 관련 정책을 마련한다. 기록관 운영정책에 전시프로그램을 명시하고 세부적으로 운영규정을 세운 후 이를 바탕으로 계획적이고 장기적인 전시프로그램 일정을 수립한다. 둘째, 모 기관과의 긴밀한 협조체제를 구축한다. 모 기관의 업무일정과 업무 방향을 파악하고 이에 따른 전시 주제와 내용을 기획하여 제공함으로 모 기관의 지지와 지원을 이끌어낸다. 구체적인 방안으로는 프로그램 협력과 공간과 전시물 협력을 제안하였다. 셋째, 전시 마케팅을 필수적으로 병행한다. 언론이나 미디어의 대중매체를 통한 홍보방안과 지역사회와 모 기관을 대상으로 한 홍보방안, 그리고 출판물을 통한 홍보방안을 제안하였다. 넷째, 온라인 전시를 선택하거나 확장한다. 온라인 전시는 부족한 전시 공간과 전시물 선정과 전시 구성이 가지는 한계점을 해결해 줄 수 있다. 전시 진행 단계에서의 활성화 방안은 다음과 같다. 첫째, 박물과 그래픽을 적절히 활용하고 다양한 전시매체와 흥미로운 스토리 라인을 제공하여 시각적인 호소력과 생동감 있는 전시를 구성한다. 둘째, 타 기록관이나 유사기관인 박물관이나 도서관 등과의 협력 전시를 수행한다. 적은 자원과 비용으로 효율적인 전시 진행이 가능할 수 있도록 전시 기록물과 전시 시설을 상호 대여한다. 셋째, 전시공간의 보존과 보안시설을 확보한다. 전시 진행 시 가장 신중하게 고려되어야 할 점이며 관련된 예산을 확보하고 연구를 지속적으로 수행한다. 전시의 평가 단계에서의 활성화 방안은 다음과 같다. 평가방법으로 전시프로그램에 참여한 관람객을 대상으로 한 설문조사를 실시하는 방안과 기록관 내부에서 전시기획과 진행을 담당한 인력이 전시 평가 보고서 작성방안을 수행한다. 평가요소로는 전시기획에서는 전시프로그램의 목적을 달성했는지 여부와 전시진행에서는 전시물 선정과 전시물의 배열과 구성이 적절했는지 여부를 평가한다. 전시효과로는 잠재적인 이용자가 증가했는지, 기록관의 운영방안과 수집정책에 영향을 미쳤는지, 기록물의 수증이 증가했는지, 아키비스트의 업무만족도가 증가했는지를 평가한다.;The Korean archival management law was finally enacted in 1999 and came into effect in 2000 to provide a basis of the archival management. In addition to this, they are expanding archives' field by selecting professional archivists staff to handle government's structural recording management in 2005. In general, however, the Korean society lacks in recognizing the archives and the archival management while producers of records and users of information have yet to appreciate the value of records, so there are a number of trials and errors as well as difficulties. Therefore, an active outreach is important, most of all, for archives to be accepted as prerequisite for the local society and the country, to exist and to be developed. This study is said to be significant that suggests the most popular and effective promoting exhibition program. For the a forementioned purpose, literature researches, research surveys and interviews were conducted. The literature research examined the concept and method of archives outreach, as well as the concept and significance of archives exhibition program. Moreover, it stated four patterns of archives exhibition program and carefully explained by each one. Each basic element was discussed by classifying into the following three phases, planning, processing development and evaluating exhibition respectively. The current condition of exhibition program was examined by surveys and interviews internationally as well as domestically. Surveys, which were conducted at 27 overseas archives and 52 domestic institutions, contains general situation, planning of exhibition, process of exhibition, and evaluating of exhibition method which were studied and its results were analyzed. The results of the survey were as follows: The internal and external archivists agreed a great deal in necessity of outreaching archives. The internal and external archivists who experienced exhibition program responded in such away that most of them were satisfied with results and effects of exhibitions. According to the survey, it was confirmed that they would continue to hold exhibition program in the future. Domestic archives exhibition program is by far lack of detailed management structure compared to overseas' firm foundation. The domestic archives have trouble processing exhibition program because of space shortage, lack of support caused by organization's ignorance, insufficient collection of archives. Active exhibition was held for the purpose of the attainment of organization's task in very cooperative manner. In the case of oversea institution, they have close relationship with archives to plan and process of exhibition. When they carry out exhibition, it is very important to assure secured and maintained exhibition archives. Moreover, marketing should be prepared for the exhibition and continuously think out variety of exhibition which provide feeling of active movement. Based on recognition and the analysis of the status, the following active schemes of archives exhibition programs were suggested by three phases of planning, carrying out an devaluating an exhibition. In relation to exhibition planning stage, the following activation schemes were suggested. First of all, archives exhibition policy should be established. Management system should set up detailed exhibition program, and a policy should be founded for well planed long term exhibition program schedule. Secondly, it its necessary that always keep intimate cooperative structure with organizations. The archivists must pay attention to particular events and provide ideas of exhibition to organizations and lead them to provide support and financial aid. It contains program cooperation, sufficient space and overall exhibits assistant. Third, be up and coming marketing is necessary. Exhibition program by far marketed through mass media, local society and organization as well as publication. Forth, it is required to newly select or expand exhibitions that are provided by online. Online exhibitions have more effective advantages in unlimited space and cost saving. In relation to exhibition process, the following schemes were suggested. First, structure of exhibition should be creative and unique by utilizing variety of exhibition medium which escalates visual appeal and provide the most convenient interior to make an effective arrangement of exhibits for observers. Second, exploit method of collaboration with museums and libraries to hold exhibition effectively and economically. It would greatly help reciprocal gain. Third, exhibition was designed to be secured by suggesting an appropriate space and environment in order to be protected and preserve archives that can be damaged at anytime. Relative financial expand and research should be emphasized at all the time. With regard to evaluation of exhibition, the three following elements were suggested. Practice survey to participants at each exhibition, and archivist, who was charge in exhibition plan and process, should complete exhibition evaluating report. Evaluation sectors are as follow whether to reach the goal that archives had, exhibition contents and structure was appropriate. In addition, foreseen potential entry increase, given collection of archives increase, also contribution to management plan and collecting policy, archivists' task satisfaction is evaluated.
