Role of FDI in Special Economic Zones and Economic Development in China

Abstract

본 논문은 중국 경제특구의 외국인 직접투자가 중국의 경제발전에 미친 영향을 탐구하고자 하는데 그 목적이 있다. 중국은 1978년 개혁 개방 이후 엄청난 경제적인 발전을 이루어왔으며 이 과정에서 중국 경제특구는 중국 개혁 개방의 선두이자 중국 경제 발전의 근간을 이루어왔다. 특별히 1980년대 경제 발전의 초기 단계에서 중국 경제특구의 발전은 중국 경제의 기틀을 마련하고 세계에서의 중국의 경제적인 위치를 재편성하는 핵심적인 역할을 해왔다. 이러한 인식을 바탕으로 본 논문에서는 중국 경제특구의 발전이 무엇보다도 외국인 직접투자의 역할에 기인한다고 가정하고 외국인 직접투자가 어떻게 중국의 경제특구의 발전에 영향을 끼쳤는지 살펴보는 동시에, 아울러 중국 경제특구의 발전이 어떻게 중국의 경제 발전에 도움을 주었는지 통계적인 분석을 통해 살펴보았다. 이 과정에서 중국의 제도 및 법률 수정을 통한 외국인 직접투자를 이끌어낸 노력들의 검토와 함께 국내총생산의 변화, 수출입 통계, 고용수준, 기술 이전 현황 등의 분석을 통해 경제발전에 끼친 영향을 조사하였다. 끝으로 이러한 분석 하에 이 논문은 중국의 경험을 통해 개발도상국들이 자국의 경제 발전을 위해 취할 수 있는 정책적인 방안을 제시한다.;This paper studies the role of foreign direct investment in SEZs in the context of the economic development of China. The last two decades witnessed remarkable growth of Chinese economy. On the basis of the analysis that SEZs played a critical role to lay the foundation of economic development in the early stage of China’s economic development, the paper shows that rapid economic growth of SEZs has closely linked to the foreign direct investment which flowed during 1979-1992. The paper addresses several factors which led to the large increase of foreign investment in SEZs and analyzes the impacts of FDI to the SEZ’s overall economy. Also, this paper shows that how this economic growth of SEZs has contributed to the overall economic development of China through empirical analysis. Finally, based on this analysis, the paper suggests some policy options that the developing countries can take into account in order to facilitate their economic development.
